{"id":2338,"translations":{"en":{"title":"Achievements and future milestones of Turkmenistan’s Oil and Gas Sector — the foundation of the country's economic development","description":"<p>The oil and gas industry is considered one of the most critical and stability-ensuring sectors of Turkmenistan's national economy. Year after year, drilling and extraction of crude oil based on modern technologies, discovery of promising new oil fields, and efforts to increase hydrocarbon production volumes continue at a rapid pace. Along with this, the state supports and consistently expands activities aimed at industrial processing of raw materials to manufacture high-value-added products and regularly export them to global markets.</p><p>During the years of independence, vast opportunities have been created in the country not only for raw material extraction but also for high-quality processing and a substantial increase in export capacities. Currently, at the Turkmenbashi Complex of Oil Refineries (TCOR) and the Seydi Oil Refinery, hydrocarbon raw materials are processed into finished products—such as high-quality fuels, various types of lubricating oils, and other domestic and industrial products—and regularly dispatched to domestic and international markets. Among the primary products meeting global standards derived from oil are eco-friendly gasoline, diesel fuel, heating oil (mazut), and road bitumen. The main export destinations for crude oil and refined products include the People's Republic of China, the Republic of Turkey, the Republic of Korea, the Islamic Republic of Iran, Afghanistan, and other nations. Furthermore, transport services to promptly deliver oil and petroleum products to global consumers are being systematically expanded through the modern logistical capabilities of the Turkmenbashi International Seaport.</p><p>During the expanded meeting of the Cabinet of Ministers held on July 10, 2026, President of Turkmenistan Serdar Berdimuhamedov announced with great satisfaction that the country's Gross Domestic Product (GDP) growth rate reached 6.3 percent during the reporting period. It was noted that within the framework of this stable growth, special attention is being paid to increasing the country's export potential and widely integrating digital technologies into production sectors.</p><p>At the meeting, Deputy Chairman of the Cabinet of Ministers Guvanch Agajanov delivered a detailed report on the concrete results achieved in the oil and gas sector from January to June 2026. The State Concern \"Turkmennebit\" fulfilled its oil production plan by 108.3 percent. Additionally, the oil refineries under the concern's jurisdiction met their oil production and refining plans by 104.1 percent.</p><p>In his report, Guvanch Agajanov also announced specific figures for petroleum product output. According to him, during the reporting period, the gasoline production plan was met by 116%, diesel fuel by 111.4%, polypropylene by 100%, high-quality lubricating oils by 119.4%, and liquefied gas by 118.5%. Meanwhile, the natural and associated gas production plan was achieved at 107.6%.</p><p>Dovletgeldi Amanmuhammedov, Chairman of the State Committee on Statistics, disclosed the exact physical production volumes achieved by the country's ministries and sectoral departments during the first six months of the year at the government meeting. According to the precise statistical data of the State Committee's head, sustainable growth was ensured in the country's industrial sector based on the results of January–June 2026, with 39 billion 147.2 million cubic meters of natural gas and 4 million 129.8 thousand tons of oil extracted during the reporting period.</p><p>Dovletgeldi Amanmuhammedov also provided comparative figures against the same period of the previous year. He stated that the indicators for January–June 2026, compared to the corresponding period of 2025, showed a high rate of growth: diesel fuel production increased by 0.7%, lubricating oils by 7.2%, road and industrial bitumen by 39.9%, and liquefied petroleum gas (LPG) by 64.5%.</p><p>During the meeting, President of Turkmenistan Serdar Berdimuhamedov assigned specific tasks to the leaders of the oil and gas complex and reiterated that developing the country's energy sector—particularly diversifying natural gas supplies to world markets—remains one of the most vital tasks of state policy. The Head of State emphasized the necessity of maintaining a strong momentum in oil and gas extraction, processing them to commercial standards, marketing them on favorable terms in foreign markets, and systematically and effectively developing the \"Galkynysh\" gas field, one of the largest gas fields in the world. The President gave concrete instructions on modernizing sectoral enterprises, consistently increasing production capacity, intensifying geological exploration, enhancing the efficiency of identifying new hydrocarbon deposits, and manufacturing environmentally friendly products.</p><p>In the current era of profound energy and environmental transitions in the global energy sector, interregional cooperation serves as the primary guarantee for ensuring energy security, driving sustainable economic growth, and encouraging long-term investments. In the Eurasian space, partner states and leading global energy companies are paying special attention to strengthening strategic partnerships and jointly implementing interregional pipeline and logistics infrastructure projects. This helps sustain the economic stability of not only individual national economies but also the entire Eurasian region.</p><p>As a state possessing some of the world's largest proven natural gas reserves and recognized internationally as a reliable energy partner, Turkmenistan consistently implements its visionary policy aimed at developing interregional and international cooperation. This stable policy, grounded in the principles of mutual benefit and equality, provides an impetus for expanding economic dialogue with neighboring states and foreign partners, maintaining energy stability, and shaping a new architecture for global energy security.</p><p>Currently, the Caspian region serves as one of the most active and dynamically developing hubs of international energy cooperation. Rich hydrocarbon resources, the development of stable transport and communication corridors, and the growth of international investments are elevating cooperation among Caspian states to a new strategic level. In this context, Turkmenistan continues to put forward international initiatives focused on strengthening interregional dialogue, developing innovative technological cooperation, and forming modern port and pipeline infrastructures.</p><p>In the development of interregional economic relations, the construction of the Turkmenistan–Afghanistan–Pakistan–India (TAPI) gas pipeline—one of the largest transnational projects connecting Central and South Asia in terms of energy—holds special significance. This colossal project not only resolves energy issues in the region but also serves as a powerful foundation for creating new jobs, ensuring social stability, strengthening peace, and elevating cross-border economic cooperation to a new level.</p><p>Technological innovations and digital transformation are becoming an inseparable part of the modern energy sector. The wide integration of digital systems and artificial intelligence, a significant reduction in harmful emissions (particularly methane), environmental protection, and improving production cost-efficiency represent the most modern directions of international cooperation. Turkmenistan, in turn, attaches great importance to implementing advanced green technologies and digital management methods in its energy industry.</p><p>International financial institutions, technology providers, engineering companies, and major service organizations view a stable and transparent investment climate as a fundamental prerequisite for sustainable development. Turkmenistan's state policy, focused on the systematic development of international economic cooperation, combined with its rich natural resources and highly favorable geographical location, guarantees excellent conditions for attracting foreign investments into major projects aimed at developing hydrocarbon resources, expanding the gas processing and gas-chemical industries, and modernizing energy infrastructure.</p><p>For international investors, strengthening interregional cooperation translates into reduced investment risks, secured access to new markets, enhanced transport and logistics efficiency, and the stable implementation of long-term projects. Year after year, drilling and extraction of crude oil based on modern technologies, discovery of promising new oil fields, and efforts to increase hydrocarbon production volumes continue at a rapid pace. Along with this, the state supports and consistently expands activities aimed at industrial processing of raw materials to manufacture high-value-added products and regularly export them to global markets.</p><p>During the years of independence, vast opportunities have been created in the country not only for raw material extraction but also for high-quality processing and a substantial increase in export capacities. Furthermore, transport services to promptly deliver oil and petroleum products to global consumers are being systematically expanded through the modern logistical capabilities of the Turkmenbashi International Seaport.</p><p>During the expanded meeting of the Cabinet of Ministers held on July 10, 2026, President of Turkmenistan Serdar Berdimuhamedov announced with great satisfaction that the country's Gross Domestic Product (GDP) growth rate reached 6.3 percent during the reporting period. It was noted that within the framework of this stable growth, special attention is being paid to increasing the country's export potential and widely integrating digital technologies into production sectors.</p><p>At the meeting, Deputy Chairman of the Cabinet of Ministers Guvanch Agajanov delivered a detailed report on the concrete results achieved in the oil and gas sector from January to June 2026. The State Concern \"Turkmennebit\" fulfilled its oil production plan by 108.3 percent. Additionally, the oil refineries under the concern's jurisdiction met their oil production and refining plans by 104.1 percent.</p><p>In his report, Guvanch Agajanov also announced specific figures for petroleum product output. According to him, during the reporting period, the gasoline production plan was met by 116%, diesel fuel by 111.4%, polypropylene by 100%, high-quality lubricating oils by 119.4%, and liquefied gas by 118.5%. Meanwhile, the natural and associated gas production plan was achieved at 107.6%.</p><p>Dovletgeldi Amanmuhammedov, Chairman of the State Committee on Statistics, disclosed the exact physical production volumes achieved by the country's ministries and sectoral departments during the first six months of the year at the government meeting. According to the precise statistical data of the State Committee's head, sustainable growth was ensured in the country's industrial sector based on the results of January–June 2026, with 39 billion 147.2 million cubic meters of natural gas and 4 million 129.8 thousand tons of oil extracted during the reporting period.</p><p>Dovletgeldi Amanmuhammedov also provided comparative figures against the same period of the previous year. He stated that the indicators for January–June 2026, compared to the corresponding period of 2025, showed a high rate of growth: diesel fuel production increased by 0.7%, lubricating oils by 7.2%, road and industrial bitumen by 39.9%, and liquefied petroleum gas (LPG) by 64.5%.</p><p>During the meeting, President of Turkmenistan Serdar Berdimuhamedov assigned specific tasks to the leaders of the oil and gas complex and reiterated that developing the country's energy sector—particularly diversifying natural gas supplies to world markets—remains one of the most vital tasks of state policy.
