At a Cabinet meeting on October 31, Deputy Chairman of the Cabinet of Ministers of Turkmenistan Batyr Amanov reported on the results of work carried out from January to October of this year to increase oil and gas production volumes and expand export routes to world markets.

According to the report, the State Concern &quot;Turkmennebit&quot; achieved 109.3 percent of its oil production plan. Over the same period, the plan for oil refining at the country&rsquo;s refineries was fulfilled at 108.6 percent.

Production targets were met as follows: 107.5 percent for gasoline, 100.7 percent for diesel fuel, and 101.8 percent for natural and associated gas extraction.

Amanov also reported on the technical and economic indicators for the production of polypropylene, lubricating oils, liquefied gas, and the export of natural gas abroad.

Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of efficiently utilizing the country&rsquo;s existing oil and gas production capacities and of continuing efforts to increase oil and gas output. The head of state also instructed the deputy prime minister to keep geological exploration and drilling operations under strict control.

"Turkmennebit" State Concern exceeds oil production plan

At a Cabinet meeting on October 31, Deputy Prime Minister of Turkmenistan Tangryguly Atahallyev reported on the results of the activities of the sector under his supervision for January&ndash;October 2025, as well as on the ongoing agricultural work in the regions.

In addition, he informed President Serdar Berdimuhamedov about preparations for the nationwide tree-planting campaign and events dedicated to the widely celebrated Harvest Festival. Mass events to be held in Turkmenistan in honor of the Harvest Festival

On October 31, President Serdar Berdimuhamedov held, via the digital system, a regular meeting of the Cabinet of Ministers, where the results of the work carried out in the country over the past ten months of the current year were reviewed.

Chairperson of the Mejlis Dunyagozel Gulmanova reported on the results of activities from January to October of this year. As noted, 17 legislative acts were adopted during the reporting period. In addition, amendments and additions were made to existing legal acts concerning criminal, arbitration, civil, criminal procedural, family, and labor relations, as well as tax, administrative, and production matters, automobile transport, migration, internal affairs, and customs activities. During the same period, the Mejlis adopted 18 resolutions.

Deputy Chairman of the Cabinet of Ministers Khojamyrat Geldimyradov reported on preliminary macroeconomic indicators for January&ndash;October of the current year. During the period under review, GDP growth reached 6.3 percent, including 1.7 percent in industry, 8.1 percent in construction, 10.4 percent in the transport and communications sector, 9.7 percent in trade, 5.2 percent in agriculture, and 8.3 percent in services. The Deputy Prime Minister also presented the draft State Budget for 2026.

Deputy Chairperson of the Cabinet of Ministers Bayramgul Orazdurdiyeva reported on the results of activities in the supervised areas from January to October of the current year. It was noted that innovative teaching methods were widely applied in education, and new textbooks were published. In line with the State Program &ldquo;Saglyk,&rdquo; relevant work continued, and advanced practical medicine methods were introduced into preventive and therapeutic activities. During the period, efforts were made to promote physical culture and sports and to train professional athletes.

Minister of Foreign Affairs Rashid Meredov then reported on the activities of the Foreign Ministry from January to October of this year. Since the beginning of the year, the President of Turkmenistan has made visits to the Republic of Uzbekistan, Japan, the Russian Federation, the Republic of Kazakhstan, Mongolia, the People&rsquo;s Republic of China, the United States of America, the Republic of Tajikistan, and the Italian Republic. During the same period, the National Leader of the Turkmen people, Gurbanguly Berdimuhamedov, made visits to the Principality of Monaco, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Uzbekistan, the French Republic, the Republic of Tatarstan of the Russian Federation, the Republic of Azerbaijan, and Afghanistan.

The Minister of Foreign Affairs also reported on preparations for the upcoming working visit of the President of Turkmenistan to the United States of America at the invitation of President Donald Trump to hold a bilateral high-level meeting and participate in the &ldquo;Central Asia + USA&rdquo; Summit, to be held in Washington.

Deputy Chairman of the Cabinet of Ministers Mammethan Chakyev then reported on the results of the work carried out from January to October 2025 in the supervised sectors. The growth rate of works performed and services provided by the transport and communications complex amounted to 113 percent.

Addressing members of the Cabinet of Ministers, President Serdar Berdimuhamedov noted that every year a motto and emblem for the coming year are proclaimed and approved in Turkmenistan, reflecting the spirit of the times. In this regard, the head of state emphasized to Chairperson of the Mejlis Dunyagozel Gulmanova the importance of discussing this matter with the people and preparing proposals for determining the motto and emblem of 2026.

President Serdar Berdimuhamedov congratulated the employees of the banking system and the people of the country on the 32nd anniversary of the introduction of the national currency &ndash; the manat &ndash; which serves as a visible symbol of the growth and remarkable achievements of the national economy.

&ldquo;In the International Year of Peace and Trust, as the country solemnly celebrates the 30th anniversary of its neutrality, effective work continues to align the legislative acts regulating banking activities in our country with international standards. To accelerate settlements and money circulation and to introduce contactless technologies that enable secure and fast payments, the scale of the electronic payment system is being expanded.

The Cementing Department is a specialized production unit operating on a self-supporting basis. Its activities are continuous and directly related to oil and gas production. As a &quot;contractor,&quot; the department carries out work at oil and gas wells under the management of clients, within the framework of their production plans, using cementing units.

At the department&#39;s production sites, the following works are carried out: cementing of conductor, surface, intermediate, and production casing strings; installation of cement bridges and oil baths during drilling and well repair; pressure testing of casing strings for tightness; formation testing and well stimulation using compressors; cement loading and transportation; laboratory analysis to verify cement slurry density; and other operations.

As part of a visit to the Republic of Lithuania, a meeting took place on October 29 between Deputy Minister of Foreign Affairs of Turkmenistan, Ahmet Gurbanov, and his Lithuanian counterpart, Vidmantas Verbitskas.

During the meeting, the parties discussed the current state and prospects for the development of bilateral relations in the political-diplomatic, trade-economic, and cultural-humanitarian spheres.

A large-scale International Conference and Exhibition &ldquo;Development of the Construction, Industrial, Chemical, and Energy Sectors of Turkmenistan&rdquo; (CIET 2025) will take place in the Avaza National Tourist Zone on November 3&ndash;4.

Representatives from 56 countries will gather in Turkmenistan on November 3 for CIET 2025

On October 28, 2025, the fourth Meeting of the Ministers of Internal Affairs of the Economic Cooperation Organization (ECO) was held in Tehran, the capital of the Islamic Republic of Iran. The delegation of Turkmenistan, headed by the Minister of Internal Affairs Muhammet Hydyrov participated in the meeting.

The opening ceremony was attended by the President of the Islamic Republic of Iran Masoud Pezeshkian. The Secretary-General of the ECO, the Ministers of Internal Affairs of the member states of the Organization, their deputies, and representatives took part in the fourth meeting.

The fourth Meeting of the Ministers of Internal Affairs of the Economic Cooperation Organization was held

The &ldquo;State Program of the President of Turkmenistan for the Development of the Digital Economy for 2019&ndash;2025&rdquo; is aimed at ensuring the widespread introduction of modern digital technologies in all areas of the national economy. In this area, one of the leading industries of the country, the &ldquo;Turkmennebit&rdquo; State Concern, is also carrying out effective work to strengthen the digital management environment.

According to official data, modern platforms for collecting, analyzing and managing production data through electronic information systems are being introduced at the enterprises of the concern. The introduction of such digital systems creates conditions for increasing production efficiency, automating the work of employees on the information flow, and making quick management decisions.

Currently, the &ldquo;Turkmennebit&rdquo; State Concern ensures the accuracy of data at all stages of production with the help of digital solutions. The 12th Interregional Meeting of National Commissions for UNESCO was held on October 29 as part of the 43rd Conference. Turkmenistan was represented by Chinar Rustamova, Executive Secretary of the National Commission for UNESCO.

A youth dialogue dedicated to the 30th anniversary of Turkmenistan&#39;s permanent neutrality, the 80th anniversary of the United Nations, and the International Year of Peace and Trust was held at the National Library in Dushanbe. The event was organized by the Embassy of Turkmenistan in Tajikistan.

Ambassador of Turkmenistan to the Republic of Tajikistan Aymyrat Gochmyradov noted in his address that this year is of particular significance for Turkmenistan, which is celebrating the 30th anniversary of the recognition of its permanent neutrality &ndash; a unique international legal status enshrined in the UN General Assembly Resolution of December 12, 1995, and subsequently reaffirmed three times by the international community.

A high-level forum, &quot;The CAREC Region and the Multilateral Trading System: Deepening Integration in Central Asia and Beyond,&quot; was held at the World Trade Organization (WTO) headquarters in Geneva on October 22&ndash;23. It was organized jointly by the WTO and the Asian Development Bank (ADB).

A delegation from Turkmenistan, led by Deputy Minister of Finance and Economy Babaniyaz Yalakov, participated in the event.

In his speech, Yalakov emphasized the importance of Turkmenistan&#39;s gradual integration into the multilateral trading system, noting the priority of harmonizing national legislation with WTO norms and strengthening regional cooperation to expand trade and economic ties.

As part of the forum, the Turkmen delegation met with the leadership of the World Trade Organization to discuss Turkmenistan&#39;s current steps toward WTO accession, exchange of experience with member states, and opportunities for technical and advisory support from international partners.

Turkmenistan Participated in the WTO-ADB Forum on Central Asian Integration

At a Cabinet of Ministers meeting held on October 8 Deputy Prime Minister Baimyrat Annamammedov reported on preparations for the upcoming Day of Workers of the Construction and Industrial Complex, which is celebrated annually on November 3.

The main part of the report was a large-scale plan for the commissioning and groundbreaking of key infrastructure facilities in the Balkan province, timed to coincide with this professional holiday. These projects emphasize Turkmenistan&rsquo;s intention to strengthen its transport and logistics infrastructure and industrial base on the Caspian Sea.

In early November, a new road bridge across the Garabogaz Bay will be inaugurated. In addition, the construction of a new section of the Turkmenbashi&ndash;Garabogaz highway, extending to the border with Kazakhstan, is scheduled to begin. In the Turkmenbashi district, a urea production complex with a capacity of 1,155,000 tons per year will be built, while in the Esenguly district, a new water treatment facility capable of processing 20,000 cubic meters of drinking water per day will be officially opened.

Meanwhile, on November 3&ndash;4, the National Tourist Zone &ldquo;Avaza&rdquo; will host an international forum titled &ldquo;Development of the Construction, Industrial, Chemical, and Energy Sectors of Turkmenistan.&rdquo;

Turkmenistan to Expand Infrastructure and Industrial Capacity on the Caspian

Last week, 15 transactions were registered at the trades of the State Commodity and Raw Materials Exchange of Turkmenistan.

For foreign currency, business representatives from the United Arab Emirates, Afghanistan, Ukraine, and Uzbekistan purchased liquefied gas and urea produced at the technological facilities of the State Concern &ldquo;T&uuml;rkmenhimi&yacute;a.&rdquo;

In addition, for foreign currency, cotton yarn, flannel fabric, licorice root extract, and purified cotton spinning waste were sold. The buyer countries were Turkey, Azerbaijan, and Serbia. The total value of the transactions exceeded 7.8 million US dollars.

The President of the Republic of Poland, Karol Nawrocki, sent a congratulatory letter to the President of Turkmenistan, Serdar Berdimuhamedow, on the occasion of the country&rsquo;s Independence Day.

&ldquo;Good and friendly relations have been established between our countries, and they continue to develop steadily. I am confident that, through further fruitful cooperation, these relations will deepen politically, economically, and socially.
