A Turkmen delegation, led by Minister of Culture of Turkmenistan Atageldy Shamyradov, participated in the 42nd meeting of the Permanent Council of Ministers of Culture of the International Organization of Turkic Culture (TURKSOY), held on November 28, 2025, in Aktau.

Following the meeting, the Permanent Council approved the Activity Report and Financial Report of the TURKSOY General Secretariat for the past period and took note of information from the Republic of Kazakhstan on the implementation of events held during the year as part of the Capital of Culture program.

The Council heard information from the Ministry of Culture of the Republic of Uzbekistan on the proclamation of Andijan as the Cultural Capital of the Turkic World in 2026 and presented a program of upcoming events.

Furthermore, the Permanent Council instructed the TURKSOY General Secretariat to prepare a draft document on the development and strengthening of the Organization in pursuance of the decision taken at the 12th Summit of the Organization of Turkic States and submit it to the competent authorities of the member states for review. Final approval of the document is scheduled for the next Council meeting.

Turkmenistan&#39;s participation in the Permanent Council meeting and accompanying events in Aktau confirmed the country&#39;s commitment to deepening cooperation within TURKSOY, strengthening humanitarian ties, and further developing cultural interaction with the countries of the Turkic world.

In honor of the 30th anniversary of Turkmenistan&rsquo;s permanent neutrality, on November 26, 2025, the International Scientific and Practical Conference and Exhibition titled &ldquo;The Future of Digital Innovative Technologies and Their Implementation in the Science and Education System&rdquo; was held at the International University of Oil and Gas named after Yagshygeldi Kakayev. The conference brought together professors and lecturers, researchers, postgraduate and master&rsquo;s students, and undergraduates from higher education institutions in Turkmenistan and abroad, as well as specialists from foreign companies, international organizations, and representatives of relevant ministries and sectoral administrative bodies of the country.

Approximately 1,500 scientists, specialists, and students from 22 countries participated in the conference, including China, the Russian Federation, Japan, Malaysia, Germany, Kazakhstan, Italy, the United Arab Emirates, Indonesia, Pakistan, Austria, Iran, Romania, Azerbaijan, Belarus, Georgia, Tajikistan, Uzbekistan, Armenia, Panama, Jordan, and Turkmenistan.

The main goal of this international forum was to study the directions of development of digital innovations, discuss opportunities for the integration of modern technologies into the science and education system, and promote international cooperation in the field of digitalization.

The conference work was organized into three main sections:

&middot; Digitalization and digital technologies in the education system

&middot; Cybersecurity and artificial intelligence

&middot; The role of the digital economy in achieving sustainable development goals

At the general session, more than 30 reports were presented, and over 120 scientific presentations were delivered in the sections. According to the participants, a rapid and dynamic development and implementation of digital innovative technologies in Turkmenistan&rsquo;s science and education system has been successfully carried out in a short period. This achievement became possible due to the adoption of global experience in integrating high technologies, software, and artificial intelligence into the educational system.

During the conference, it was noted that Turkmenistan is always ready to expand cooperation with foreign universities, companies, and research centers, as well as coordinate joint projects.

As emphasized by the esteemed President of Turkmenistan, Serdar Berdimuhamedov, in accordance with the concept of the digital economy and within the framework of large-scale reforms, it is important to strengthen the interaction between science, education, and production. In this context, it is essential to create new professions and improve teaching methods in engineering, technical, and technological fields. The Academy of Sciences plays a key role in this process, and large-scale reforms are successfully implemented under the leadership of the esteemed President.

The development of the digital education system allows for the strengthening of the material and technical base of educational institutions, the improvement of education quality, and the preparation of specialists who meet the requirements of the labor market. These measures are aimed at ensuring the sustainable development of the national economy and improving the well-being of the population.

To achieve the set goals, the appropriate infrastructure is being created. The &ldquo;State Program for the Development of the Digital Economy of Turkmenistan for 2021&ndash;2025&rdquo; aims at the digitalization of all sectors of the economy. The development of the digital education system and the related digital economy enables the preparation of every individual for life and professional activity.

The widespread use of digital technologies in the education system ensures the collection, processing, transfer, and storage of information. This increases the efficiency of the learning process, updates the content, methods, and assessment mechanisms of education.

The experience accumulated in Turkmenistan is of great significance not only at the national but also at the international level. The country&rsquo;s achievements attract the attention of international experts and are directly linked to the scientifically grounded, modern-oriented policy of President Serdar Berdimuhamedov.

Development of digital technologies in Turkmenistan and their implementation in the science and education system

On December 1, the Central Bank of Turkmenistan introduced a new polymer 200 manat banknote, along with modified 1, 5, and 10 manat banknotes. This innovation marks the 30th anniversary of Turkmenistan&#39;s permanent neutrality.

The design of the 1, 5, and 10 manat banknotes remains largely unchanged, but has been supplemented with the emblem of the International Year of Peace and Trust. The new 200 manat banknote features an image of the Arkadag Monument on the front and the Arkadag City Hall on the back. All new banknotes bear the year of issue and a facsimile signature of the Chairman of the Board of the Central Bank of Turkmenistan.

The updated and new banknotes are mandatory for all types of payments throughout the country, regardless of the organization&#39;s ownership. At the same time, all previously issued Central Bank banknotes of 2009, 2012, 2014, 2017, and 2020 designations remain valid as legal tender.

In the morning, the Hero of Arkadag arrived at the &quot;Polatly&quot; monument, erected at the roundabout leading to Arkadag, which embodies both modern technology and the principles of national architecture. Relevant work is underway along Ahalteke Atlar Avenue, which is being modernized using advanced methods.

Deryageldi Orazov, Chairman of the State Committee for Construction of Arkadag under the President of Turkmenistan, presented detailed information on the progress of the modernization of Ahalteke Atlar Avenue as part of the second phase of the city&#39;s development.

Hero-Arkadag emphasized that great importance should be placed on the quality and durability of the materials used in road construction. The design of each layer and the thickness of the base must meet modern requirements and international standards.

Continuing on this topic, Hero-Arkadag discussed the color scheme of the Polatly horse sculpture, located in the center of the roundabout, and the Akhal-Teke horses displayed around the circle, emphasizing the need to approach this in accordance with best practices. These sculptures should become a symbol of the veneration and respect shown in Turkmenistan to legendary horses such as Polatly and Akhan, and they should make a strong impression on guests visiting the city of Arkadag.

Hero-Arkadag then visited the construction site of the new city&#39;s mosque, which is a place where sacred rituals are performed. Honored Architect of Turkmenistan Hero-Arkadag inspected the progress of the work there.

The structures and other decorative elements must be in harmony with the existing buildings, Hero-Arkadag said, noting that due attention should be given to the construction of the parking lot. At the same time, all conditions must be created to ensure that those visiting the mosque can fully perform the appropriate rituals. The principles of national architecture should also be emphasized.

Hence, Hero-Arkadag reviewed the prepared designs for the social and cultural facilities planned for construction as part of the second phase of the new city, as well as their location plans.

Here, Orazov presented information on the designs of the administrative building for the Arkadag Medical Cluster, designs for road and transport infrastructure facilities, their location plans, and designs of other social facilities.

After carefully reviewing the designs, Hero-Arkadag commented on them and made appropriate adjustments. Each of the facilities being built as part of the second phase of the Arkadag city project must possess unique decorative features. At the same time, they must be combined with modernity, comfort, and color harmony. These projects must draw on national experience.

On 28 November, Deputy Chairwoman of the Cabinet of Ministers of Turkmenistan Bahar Seyidova reported at a government meeting on the procedure for holding the main events and opening ceremonies of social and cultural facilities scheduled for December of this year.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan Hojamyrat Geldimyradov reported on preparations for audits of the annual financial statements of the country&#39;s banks at a government meeting on November 28.

As reported, the State Development Bank, the State Bank for Foreign Economic Affairs, the state-commercial banks Da&yacute;hanbank and Turkmenistan, the joint-stock commercial banks T&uuml;rkmenbaşy, Halkbank, and Senagat, and the Turkmen-Turkish Joint-Stock Commercial Bank plan to announce an international tender to select an audit firm included in the list of reputable international audit firms. Deputy Chairman of the Cabinet of Ministers Batyr Amanov reported on the measures being implemented by the State Concern T&uuml;rkmennebit to increase oil production at a government meeting on November 28.

As reported, work in this direction is underway at oil fields and platforms. As a result, newly drilled production wells at the Uzynada field have produced gas condensate, which is connected to the general oil pipeline system. Additional volumes of hydrocarbons have also begun to flow. This fact clearly demonstrates the potential of this field and its enormous importance for increasing oil production.

The work plans of the State Statistics Committee and the State Committee for Television, Radio Broadcasting, and Cinematography, along with the UNICEF Office in Turkmenistan, for the coming years were submitted to the head of state for review. These documents were developed to provide high-quality statistical data on children, improve reporting, enhance expertise in multi-level cluster analysis, effectively apply data at the national level, and widely publicize activities carried out in the interests of young citizens through media and outreach efforts. Work plans for 2026 have also been prepared by several other relevant government agencies in conjunction with the UNICEF Office.

Deputy Prime Minister Mammetkhan Chakyev reported on the ongoing work to strengthen the material and technical infrastructure of the railway sector. Currently, cooperation with foreign companies is being emphasized as part of the overhaul of freight and passenger locomotives. This is intended to contribute to an increase in freight and passenger traffic volumes, as well as to enhance the transport and transit potential of the industry.

The meeting also discussed a number of other important public issues, and appropriate decisions were made.

Turkmenistan held a regular meeting of the Cabinet of Ministers

On November 28, in the city of Almaty, the 15th Meeting of Deputy Ministers of Foreign Affairs of the Central Asian countries was held, organized by the Ministry of Foreign Affairs of Kazakhstan with the support of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA).

The meeting was attended by Deputy Ministers of Foreign Affairs of the Central Asian countries, as well as representatives from the UN Assistance Mission in Afghanistan (UNAMA), the UN Department of Political and Peacebuilding Affairs, and UNRCCA. In his speech, the Turkmen representative noted Turkmenistan&#39;s active participation in international initiatives, emphasizing that the country&#39;s actions are based on the principles of Permanent Neutrality.

During the discussions, the parties reviewed important issues on the regional and international agenda, as well as opportunities for developing regional cooperation. Views were exchanged on specific areas of regional interaction, including trade and economics, transport and logistics corridors, water and energy, and issues related to climate change.

The participants stressed the need to coordinate joint efforts against emerging new threats and events affecting peace and security in the region.

15th Meeting of Central Asian Deputy Foreign Ministers held in Almaty

On November 26, 2025, the Yagshygeldi Kakayev International Oil and Gas University hosted a hybrid-format international scientific-practical conference and exhibition titled &ldquo;The Future of Digital Innovative Technologies and Their Integration into the Science and Education System.&rdquo; Nearly 1,500 specialists, scholars, and students from 22 countries took part in the event dedicated to the significant anniversary.

Participants first visited an exhibition displayed in the university&rsquo;s spacious lobby, showcasing new digital solutions, interactive learning tools, educational software, as well as achievements of local teachers and students. Following this, the opening ceremony of the conference was held, during which the development trends of digital innovations, their integration into science and education, and the expansion of international cooperation were discussed.

The forum continued its work in three sections: &ldquo;Digitalization and Digital Technologies in Education,&rdquo; &ldquo;Cybersecurity and Artificial Intelligence,&rdquo; and &ldquo;The Role of the Digital Economy in Achieving Sustainable Development Goals.&rdquo; More than 30 presentations were delivered at the plenary session and over 120 in the sectional meetings. Speakers noted the rapid development of digital technologies in Turkmenistan, made possible by the successful implementation of long-term socio-economic development programs.

International Conference on Digital Innovative Technologies Held in Honor of the 30th Anniversary of Turkmenistan’s Neutrality

From 24 to 26 November, the 9th meeting of the Commission for the Conservation, Rational Use of Aquatic Biological Resources of the Caspian Sea and the Management of Their Shared Stocks was held at the Caspian Sea Institute of Turkmenistan in Ashgabat. Turkmenistan is chairing the Commission for 2025&ndash;2026.

During the meeting, the parties discussed the state of shared stocks, issues related to the conservation and reproduction of aquatic biological resources, and exchanged the results of scientific research.

A decision was adopted not to conduct commercial fishing of sturgeon species in 2026; fishing is permitted only for scientific purposes and for reproduction within agreed quotas. A Protocol was signed following the meeting.

Delegates from governments, the private sector, and civil society are discussing how industrial development can help address the most pressing global challenges &mdash; from climate change and food shortages to creating supply chains that bring equal benefits to countries and workers around the world.

By the end of the week, the 21st General Conference is expected to adopt decisions that will define UNIDO&rsquo;s work for the next two years. These decisions could influence how the industrial sector contributes to building a greener, fairer, and more sustainable world.

The third meeting of the Joint Intergovernmental Turkmen-Qatari Commission on Trade and Economic Cooperation was held in Doha, the capital of the State of Qatar, from November 26 to 27, 2025. This meeting, attended by high-ranking officials and representatives of a number of government agencies and business circles from both countries, provided an opportunity to discuss strategic areas of bilateral relations.

The meeting was co-chaired by Nazar Agahanov, Minister of Trade and Foreign Economic Relations of Turkmenistan, and Ahmed bin Mohammed Al-Sayed, Minister of Foreign Trade of the Ministry of Commerce and Industry of the State of Qatar. Prior to the official meeting, the two ministers held a bilateral meeting to discuss future opportunities for expanding trade and economic ties.

The meeting&#39;s agenda included a wide range of issues related to political, diplomatic, trade, economic, cultural, and humanitarian cooperation between the two countries. Participants emphasized the important role of the Intergovernmental Commission in implementing previously reached agreements.

As part of the Turkmen delegation&#39;s visit to Doha, a separate working meeting was also held between Mergen Gurdov, Chairman of the Chamber of Commerce and Industry of Turkmenistan, and Mohammed bin Tuwar Al Kuwari, First Deputy Chairman of the Chamber of Commerce and Industry of the State of Qatar. At this meeting, ways to develop direct business contacts between entrepreneurs and business communities of the two countries were discussed.

As part of the state visit of Turkmenistan&rsquo;s President Serdar Berdimuhamedow to Kazakhstan on November 25, a series of bilateral documents were exchanged, including: the Agreement between the Government of Turkmenistan and the Government of the Republic of Kazakhstan on cooperation in the cultural and humanitarian sphere; the Agreement between the Government of Turkmenistan and the Government of the Republic of Kazakhstan on cooperation in the field of migration; the Agreement between the Ministry of Labor and Social Protection of the Population of Turkmenistan and the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan on information interaction in the field of pension provision.

Among the documents were also the Memorandum of Understanding between the Ministry of Justice of Turkmenistan and the Ministry of Justice of Kazakhstan on cooperation in the legal sphere; the Memorandum of Understanding between the Ministry of Agriculture of Turkmenistan and the Ministry of Agriculture of the Republic of Kazakhstan on cooperation in the field of veterinary medicine; the Memorandum of Understanding between the Research Institute of Grain Farming of the Ministry of Agriculture of Turkmenistan and the National Agrarian Scientific and Educational Center of the Ministry of Agriculture of the Republic of Kazakhstan; the Joint Action Plan for the Further Expansion of Turkmen-Kazakh Cooperation in the Field of Transport for 2026&ndash;2027; the Plan of Key Measures for the Development of Cooperation between the Ministry of Health and Medical Industry of Turkmenistan and the Ministry of Health of the Republic of Kazakhstan for 2026&ndash;2027, among others.
