On December 7, the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan hosted a presentation of President Serdar Berdimuhamedov&rsquo;s new book, &ldquo;Turkmenistan&rsquo;s Neutrality &ndash; A Bright Path of Peace and Trust.&rdquo; The new work by Arkadagly Hero Serdar has become a festive gift to the people on the occasion of the upcoming significant date, widely celebrated in the Homeland.

As noted by participants of the event, the work consists of nine chapters that pay particular attention to the milestones in the formation of Turkmen neutrality and the importance of our country&rsquo;s legal status&mdash;recognized three times by relevant UN General Assembly resolutions&mdash;for ensuring universal peace, security, and sustainable development.

It was highlighted that over the course of 30 years, Turkmenistan&rsquo;s permanent neutrality has achieved unique progress and has become an important instrument for ensuring regional and global stability. On December 7, a ceremony was held at the administration of the capital for the presentation of the Certificate confirming Ashgabat&rsquo;s inclusion in the UNESCO Global Network of Learning Cities.

On December 4, Ashgabat was admitted to the UNESCO Global Network of Learning Cities, along with 72 cities from 46 countries around the world. This decision recognized the high achievements of Turkmenistan&rsquo;s capital in the development of science and education, as well as in creating opportunities for lifelong learning for citizens of all ages.

Established in 2013 and currently encompassing 425 cities worldwide, the Global Network highly valued the special efforts and commitment of the new member cities to implement, at the local level, the right of people of all ages to education.

Independent, permanently neutral Turkmenistan, successfully implementing its foreign policy based on the principles of its permanently neutral status, which has been recognized three times by the United Nations, continues to strengthen effective cooperation in the interests of universal well-being. Turkmenistan also actively promotes important initiatives aimed at ensuring peace and trust in the international arena through dialogue. Indeed, our permanent neutrality, the 30th anniversary of which is being widely celebrated, is an enduring and sacred value of our people&mdash;a doctrine that affirms peaceful life, friendship among nations, humanism, mutually beneficial cooperation, and development throughout the world.

As is well known, the proclamation by the UN General Assembly of the year 2025 as the &ldquo;International Year of Peace and Trust&rdquo; became a high recognition of our country&rsquo;s significant contribution to strengthening global peace, trust, and security. The fact that this remarkable year coincides with the 80th anniversary of the founding of the UN and the 30th anniversary of the recognition of our permanent neutrality carries profound significance. From this perspective, our Homeland&rsquo;s attainment of permanent neutral status is a historic event of great importance. Neutrality of Turkmenistan – Great value for Humanity

On December 8, a meeting was held in Ashgabat between Deputy Minister of Foreign Affairs of Turkmenistan Ahmet Gurbanov and the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to Turkmenistan (with residence in Tashkent), Girts Jaunzems. At the beginning of the meeting, the Ambassador presented copies of his credentials.

Congratulating the Ambassador on his appointment to this responsible post, the Turkmen side expressed its readiness to provide the diplomat with comprehensive assistance and support in his activities aimed at strengthening bilateral cooperation.

During the talks, the parties discussed the current state and prospects for developing cooperation between Turkmenistan and Latvia in areas of mutual interest.

231 citizens pardoned in Turkmenistan in honor of the 30th anniversary of Neutrality

On December 6, a reporting meeting was held at the Central Building of the Oil and Gas Complex of Turkmenistan to discuss the performance of sectoral enterprises for the eleven months of the current year, the International Year of Peace and Trust. At the meeting, the objectives, set before the country&rsquo;s oil and gas sector by President Serdar Berdimuhamedov at the sitting of the Cabinet of Ministers of Turkmenistan, held via the digital system on December 5, which had summed up the performance of all economic sectors and considered specific ways to further advance work in this area, were discussed.

Opening the meeting, Deputy Prime Minister Batyr Amanov emphasized President Berdimuhamedov was creating every opportunity to modernize the material and technical infrastructure and to sustainably develop the oil and gas industry, noting that the important tasks had been assigned to the industry. During the meeting, reports on the results of the work performed were presented by the State Minister of Turkmenistan &ndash; Chairman of the T&uuml;rkmengaz State Concern Maksat Babayev, the Chairman of the T&uuml;rkmennebit State Concern Guvanch Agajanov, the Chairman of the T&uuml;rkmengeologi&yacute;a State Corporation Gurbangeldy Garliyev and heads of associations, directorates, organizations and enterprises of the complex. On December 6, President Serdar Berdimuhamedov held an extended meeting of the Cabinet of Ministers with the participation of heads of Turkmenistan&rsquo;s diplomatic missions and consular offices abroad, as well as representatives of our country at international organizations. The agenda focused on priority issues of the foreign policy pursued by the neutral Motherland on the world stage.

During the meeting, the Head of State signed a Decree pardoning 231 citizens on the occasion of the International Day of Neutrality. The Chairperson of the Commission was instructed, together with the heads of law enforcement agencies, to take the necessary measures to ensure that all those released from places of detention return to their families in the near future.

Addressing the meeting participants, the President noted that today the results of the work carried out in the field of Turkmenistan&rsquo;s international cooperation will be summarized, and the current aspects of the country&rsquo;s foreign policy and priority tasks in this area for the coming year will be outlined.

Then the floor was given to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs Rashid Meredov, who emphasized that the initiatives and proposals voiced by the Head of State at the plenary session of the 80th session of the UN General Assembly are aimed at enriching Turkmenistan&rsquo;s international cooperation with qualitatively new content. In this context, it was noted that Turkmen diplomats will make every effort to implement them in practice, actively interacting with the UN and other international structures.

On behalf of the members of the diplomatic corps, the Deputy Prime Minister and head of the MFA expressed deep gratitude to the President of Turkmenistan for comprehensive support to the Service, particularly for the opportunities created for effective work, for the improvement of its organizational, legal, financial, and material-technical base, and for the constant support in enhancing the working and living conditions of employees.

Addressing the meeting participants, President Serdar Berdimuhamedov emphasized that a large number of international events are planned for the upcoming year. In 2026, the country will solemnly celebrate its main holiday &mdash; the 35th anniversary of sacred independence &mdash; and the 8th Consultative Meeting of the Heads of State of Central Asia will take place. At the same time, next year Turkmenistan will chair the Commonwealth of Independent States, and the next meeting of the CIS Council of Heads of State will be held in our country.

On dialogue with neighbors 
The President particularly emphasized the importance of dialogue with neighboring states. Turkmenistan will continue to strengthen relations based on friendship, good-neighborliness, and mutual respect with the countries of Central Asia and the Caspian region.

On economic cooperation 
Close partnership with the member states of the Economic Cooperation Organization (ECO) will continue. Economic, energy, transport, and communication spheres remain in focus.

On expanding the geography of partnerships 
Turkmenistan plans to significantly expand its engagement with the countries of South Asia, the Middle East, and the Asia-Pacific region. The Head of State noted that these regions demonstrate significant economic and technological progress and show great interest in cooperation with Ashgabat.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan Hojamyrat Geldimyradov reported on macroeconomic indicators for the eleven months of the current year at a government meeting on December 5.

As reported, during the designated period, the GDP growth rate reached 6.3 percent, including 1.7 percent in the industrial sector, 8.1 percent in construction, 10 percent in the transport and communications complex, 9.7 percent in trade, 7 percent in agriculture, and 7.4 percent in the service sector.

Following the results of eleven months of this year, the revenue part of the State Budget was executed at 100.5 percent, and the expenditure part &ndash; at the level of 97.6 percent.

Wages in large and medium-sized enterprises of the country are 11.9 percent higher compared to the corresponding period of 2024. Wages, pensions, state benefits, and student scholarships were financed in a timely manner.

Compared to the same period of last year, the volume of capital investments utilized from all sources of financing is 2.8 percent higher.

Having heard the report, President Serdar Berdimuhamedov focused attention on the importance of further improving the activities of the economic, financial, and banking complexes. The Head of State also instructed the Deputy Prime Minister to keep under strict control the payment of wages to employees of all institutions and enterprises, regardless of the form of ownership, by December 20 and to submit a report on the results of the work carried out.

Positive macroeconomic indicators achieved in Turkmenistan over 11 months

On December 5, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via a digital system. The results of the work carried out in the country over the eleven months of this year were summed up at the meeting.

Chairperson of the Mejlis Dunyagozel Gulmanova reported on the results of the work carried out in January&ndash;November of this year, guided by the tasks set to improve national legislation and draft new laws. As noted, during this period, 27 Laws of Turkmenistan and 20 resolutions of the Mejlis were adopted.

The President of Turkmenistan held a meeting of the Cabinet of Ministers

The Extraordinary and Plenipotentiary Ambassador of the Islamic Republic of Iran to Turkmenistan, Ali Mojtaba Rouzbehani, congratulated President Serdar Berdimuhamedov, the National Leader of the Turkmen people Gurbanguly Berdimuhamedov, the Government, and the people of the country on the 30th anniversary of the proclamation of permanent Neutrality. He noted that this anniversary symbolizes the nation&rsquo;s commitment to peace, stability, and development.

The Ambassador emphasized the significance of Turkmenistan&rsquo;s initiative, thanks to which the United Nations declared 2025 the International Year of Peace and Trust. The key event will be the International Forum on December 12, where Iran will participate at the highest level, once again reaffirming its support for Turkmenistan&rsquo;s neutral course.

He also expressed confidence that the upcoming visit of the President of Iran to Turkmenistan will contribute to the further development of comprehensive relations between the two countries.

President of Iran to attend International Forum in Ashgabat on December 12

To mark the International Year of Peace and Trust and the 30th anniversary of Turkmenistan&rsquo;s permanent neutrality, leading foreign publications have prepared special issues dedicated to the country&rsquo;s foreign policy initiatives and socio-economic achievements.

A special issue of the quarterly journal ECO Heritage, published by the Cultural Institute of the Economic Cooperation Organization, has been released. At present, Turkmenistan is successfully continuing the implementation of digital system capabilities across all sectors. The country is actively pursuing the wide adoption of modern information and communication technologies and artificial intelligence, ensuring their coordinated operation, protecting information, and further developing the support system. All of this provides citizens with access to new digital services, simplifies daily life, and enhances the development and competitiveness of the national economy&rsquo;s sectors.

During the working visit of the President of Turkmenistan to the United States, business forums were held, including &ldquo;Turkmen-American Business Cooperation: New Opportunities and Prospects&rdquo; and the forum dedicated to the 10th anniversary of the &ldquo;Central Asia &mdash; United States&rdquo; cooperation format. At these forums, both sides emphasized the importance of activating cooperation in areas such as high technologies, digitalization, cybersecurity, communications, and digital infrastructure. This is highly significant for the implementation of the &ldquo;Concept for the Development of the Digital Economy in Turkmenistan for 2026&ndash;2028,&rdquo; approved by the President. At the same time, it will contribute to the development of the digital system, ensure the operation of intelligent systems, expand data transmission networks and internet services, strengthen international cooperation, and attract investments.

In an era of rapidly advancing technologies, the introduction of the latest nanotechnology devices into human life creates opportunities to accelerate economic growth. Among these, particular importance is given to artificial intelligence. The possibilities for the wide integration of AI technologies into key economic sectors, including finance, agriculture, energy, and public administration, are continuously being explored.

Today, hundreds of millions of people worldwide benefit from digital technologies and eagerly anticipate innovations. Thousands are interested in current and future development trends in this field. Some are thinking about generating new ideas and determining in which areas these technologies will be most effective. Artificial intelligence is one of the most important directions for the development of human society. Therefore, it is interesting for all of us to see what innovations it will bring in the near future.

In the modern world, artificial intelligence has become one of the key driving forces of digital transformation. Today, it is not only a subject of scientific research but also a fundamental tool for the development of society, the economy, and public administration. Over several decades, when this technology existed mostly at a theoretical level, it has now become a real force affecting the daily lives of billions of people. The implementation of AI goes beyond computer programs. Today, it is widely used in healthcare, logistics, education, energy, the banking system, public services, and the arts. At the same time, issues of ethics, employment, and information security are actively discussed.

&nbsp;

Over the past ten years, artificial intelligence technologies have developed at a rapid pace. Most tasks previously performed by humans are now carried out by &ldquo;smart&rdquo; algorithms. The main areas influencing modern AI development include the widespread use of big data, the application of more powerful computing resources, the development of self-learning algorithms, and increased investments from major companies in this sector.

&nbsp;

Today, AI is implemented through accessible and highly effective platforms such as OpenAI, Google DeepMind, Anthropic, Microsoft Copilot, Midjourney, and DALL&middot;E, which are widely used around the world.

&nbsp;

One of the most discussed topics is AI&rsquo;s impact on the labor market. Even now, some professions are being automated, but at the same time, new ones are emerging: AI engineers, data analysts, cybersecurity specialists, AI ethics experts, and programmers developing AI technologies. It is forecasted that by 2030, around 300 million jobs worldwide could be automated.

&nbsp;

According to experts, by 2035, AI will contribute more than 15 trillion dollars to the global economy. In the future, AI will not only process information but will also think ethically and creatively. Some scientific centers predict that by the mid-21st century, &ldquo;superintelligent&rdquo; AI could emerge. Currently, the key issues involve AI&rsquo;s alignment with moral and ethical values, as the cultural diversity of societies complicates this challenge. Therefore, the use of AI should be guided by certain cultural norms. Since the application of digital technologies is linked to the work of state institutions, their approach to these issues can influence development in various ways.

&nbsp;

In the future, AI may lead to the automation of most work processes, collaboration with AI, personalized education, precise diagnostics, development of drugs and treatment methods, creation of individualized treatment and nutrition plans for the elderly and for disease prevention, and the advancement of digital creativity. In this context, it is worth noting that Turkmenistan&rsquo;s delegations participate in international forums dedicated to AI and its possibilities, exchange experience, and gain positive practices. In addition, in November this year, the capital hosted the III Turkmen-Chinese Scientific and Innovation Forum &ldquo;Innovations, New Technologies, and Their Implementation in Production.&rdquo; This is further evidence that the country is open to international cooperation with the world&rsquo;s scientific centers in science, technology, and innovation and demonstrates state support for the development and active implementation of innovative technologies in economic sectors.

The role of Artificial Intelligence in modern development processes

On December 3, the Minister of Foreign Affairs of Turkmenistan, Rashid Meredov, held a telephone conversation with the Minister of Foreign Affairs and International Cooperation of the Federal Republic of Somalia, Abdisalam Abdi Ali.

The parties discussed cooperation between the two countries within international organizations, primarily within the United Nations. They noted the similarity of Turkmenistan&rsquo;s and Somalia&rsquo;s approaches to issues of global peace and sustainable development.

A separate topic of discussion was the preparation for the International Forum of Peace and Trust, which will be held on December 12 of this year in Ashgabat and will be dedicated to the International Year of Peace and Trust, the 30th anniversary of Turkmenistan&rsquo;s permanent Neutrality, and the International Day of Neutrality.
