Turkmenistan's Cultural Diplomacy Strategy will become an important tool for bringing nations together

On October 4, a meeting was held at the central building of the Oil and Gas Complex of Turkmenistan to review the work completed in the first nine months of 2025.

Opening the meeting, Deputy Chairman of the Cabinet of Ministers of Turkmenistan Batyr Amanov noted that, under the leadership of President Serdar Berdimuhamedov, every opportunity is being created to improve and consistently develop the oil and gas industry, the material and technical base is being continuously modernized to ensure its effective operation, and the industry has been assigned important tasks.

The meeting focused on presentations on oil and gas condensate production, as well as liquefied natural gas in the country, the widespread use of digital systems in the complex&#39;s operations, the intensification of work at the Galkynysh gas field, the accelerated continuation of construction of the Serhetabat-Herat gas pipeline along the Arkadag road, the further acceleration of production facilities in response to various weather conditions as winter approaches, and other important areas.

At the meeting, Deputy Prime Minister Batyr Amanov outlined the important tasks facing the state-owned concerns Turkmengaz, Turkmennebit, and Turkmengeologiya, noting the importance of high-level preparations for the 30th International Conference and Exhibition &quot;Oil and Gas of Turkmenistan &ndash; 2025,&quot; which will be held in Ashgabat from October 22 to 24, the consistent development of international cooperation in the fuel and energy sector, ongoing monitoring of major projects being implemented in the country&#39;s oil and gas industry, the widespread introduction of modern technologies in the industry, and the proper implementation of production and resource development plans. Turkmenistan's Oil and Gas Complex summarized its work for the first nine months of 2025

On October 8, Deputy Chairman of the Cabinet of Ministers of Turkmenistan Batyr Amanov reported at a government meeting on the ongoing modernization of the technological systems of the oil refineries of the &quot;T&uuml;rkmennebit&quot; State Concern.

As reported, the production capacities of the Turkmenbashi Complex of Oil Refineries and the Seydi Oil Refinery are constantly being upgraded and equipped with advanced equipment. This contributes to the more efficient operation of the plants and the improvement of the quality of their products, particularly gasoline, polypropylene, and lubricants.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state&#39;s consideration.

After hearing the report, President Serdar Berdimuhamedov approved the proposal to modernize the facilities of the Turkmenbashi Complex of Oil Refineries and ordered the relevant work to be carried out.

Turkmenistan is modernizing the Turkmenbashi Complex of Oil Refineries

Deputy Chairman of the Cabinet of Ministers of Turkmenistan Hojamyrat Geldimyradov presented a draft resolution on the &quot;Financial Market Development Strategy to 2030&quot; to President Serdar Berdimuhamedov at a government meeting on October 8.

The Strategy defines the goals, objectives, and key areas for financial market development in the country, as well as the expected results of its implementation. According to the document, it envisages modernizing the institutional structure of the financial market and its legislative framework, taking into account international standards, national interests, and the best practices of developed countries in this area. At the same time, it is planned to take measures aimed at effective financial management, increasing investment, further improving the national insurance market, and expanding economic ties based on market relations.

After hearing the report, the head of state noted that productive work is underway in the country to develop the financial market and improve the legislative framework in this area. After signing the decree, the head of state addressed the corresponding instructions to the Deputy Prime Minister.

Turkmenistan approves Financial Market Development Strategy to 2030

Following a Cabinet of Ministers meeting held online on October 8, a ceremony was held to award President Serdar Berdimuhamedov the honorary title of &quot;T&uuml;rkmenistanyň at gazanan arhitektory&quot; (&quot;Honored Architect of Turkmenistan&quot;). Deputy Chairman of the Cabinet of Ministers Nokerghuly Atagulyyev reported on the ongoing work to increase the country&#39;s foreign trade turnover and expand its export potential. In this context, he presented a proposal for the Head of State&#39;s consideration concerning price control for goods exported from our country and products imported into Turkmenistan.

Following that, Deputy Prime Minister Bakhar Seyidova reported on the draft Resolution of the President of the country &quot;On Approval of the Strategy for the Development of Cultural Diplomacy of Turkmenistan for 2026&ndash;2052,&quot; the main goals of which are the development of the country&#39;s cultural diplomacy, the international recognition of national cultural heritage, traditions, and customs inherited from ancestors, the popularization of principles reflecting national identity and aimed at perfection, and the establishment of long-term interstate relations.

Deputy Chairperson of the Cabinet of Ministers Bayramgul Orazdurdyeva then reported on the progress of preparations for the Day of Health and Medical Industry Workers of Turkmenistan. In honor of the holiday, a modern Health House in Bagtyyarlyk etrap of Ashgabat and the Mary Velayat Tuberculosis Hospital with 300 beds are planned to be commissioned.

Next, the floor was given to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs Rashid Meredov, who presented the draft Regulation on Permanent Missions of Turkmenistan to International Organizations for the Head of State&#39;s consideration. The document is aimed at comprehensive assistance to the development and expansion of cooperation with international organizations, and the coordination of our country&#39;s relevant work within their framework.

Deputy Prime Minister Mammetkhan Chakyev reported on the preparation of the draft &quot;Concept for the Development of the Digital Economy in Turkmenistan for 2026&ndash;2028,&quot; the main goals of which are the development of digital infrastructure, the creation of favorable conditions for the effective development of state bodies and all sectors of the economy, and increasing the country&#39;s competitiveness through the introduction of advanced production technologies and the improvement of legislation.

On October 7, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, delivered a speech at the 12th Summit of the Heads of State of the Organization of Turkic States, held in Azerbaijan.

&ldquo;The Organization of Turkic States is an international structure that unites our friendly peoples, based on shared history, culture, spiritual heritage, and language. Its main goal is to strengthen unity, the bonds of friendship and brotherhood among the countries of the Turkic world, and to coordinate joint efforts and actions at both regional and international levels.

Taking this opportunity, I would like to remind you that, on the initiative of Turkmenistan, the United Nations General Assembly declared 2025 as the International Year of Peace and Trust. We extend a respectful invitation to all of you to attend the upcoming International Forum in Ashgabat on December 12 of this year, dedicated to this landmark event and the 30th anniversary of Turkmenistan&rsquo;s neutrality,&rdquo; noted the Hero-Arkadag of Turkmenistan.

&ldquo;Within the framework of relations between Turkic states, special importance is given to the cultural and humanitarian sphere. National Leader of the Turkmen People Speaks at the 12th Summit of the Heads of State of the Organization of Turkic States in Baku

On October 7, during a working visit to Azerbaijan, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, met with President Ilham Aliyev.

Warmly welcoming the Hero-Arkadag, the head of the friendly country expressed gratitude for accepting the invitation to visit Azerbaijan and to participate in the 12th Summit of the Heads of State of the Organization of Turkic States.

Thanking him for the invitation to the Summit and for the opportunity to exchange views during the bilateral meeting on the priority areas of Turkmen-Azerbaijani relations, the National Leader of the Turkmen people conveyed heartfelt greetings and best wishes from President Serdar Berdimuhamedov to President Ilham Aliyev.

The two sides noted that the positions of their countries on current global and regional political issues are similar or coincide.
