Roadmap for the development of mining and the Digital Asset Market has been developed in Turkmenistan

From November 17 to 21, products of the State Concern &ldquo;T&uuml;rkmennebit&rdquo; became the main economic driver of the week&rsquo;s trades on the State Commodity and Raw Materials Exchange of Turkmenistan. The Concern&rsquo;s products &mdash; crude oil, general petroleum coke, and hydrotreated diesel fuel &mdash; were in high demand both in domestic and foreign markets.

During the four days of the week, successful deals were concluded for &ldquo;T&uuml;rkmennebit&rdquo; products, including crude oils &ldquo;SN-180&rdquo; and &ldquo;SN-600,&rdquo; general petroleum coke, and hydrotreated diesel fuel. The idea of building a new oil refinery in Turkmenistan began taking shape in the mid-1960s. In 1965, a commission was appointed to select a site. Under the leadership of V.V. Abramov, Chairman of the State Construction Committee of the Turkmen SSR, several locations were inspected, and Site No. 3 was chosen &mdash; located 80 km northwest of today&rsquo;s Turkmenabat. Its key advantages were proximity to a railway and the Amu Darya River, good soil, and potential for future expansion.

A key factor in the feasibility study was the forecasted oil production, which was expected to reach 25 million tons by 1980. The project assignment was officially approved on February 12, 1970. On February 23, a ministerial order was issued to begin developing the launch complex and provide working drawings for the 1970&ndash;1971 construction phase.

Construction began under harsh conditions. Four days after the New Year of 1971, the first stake was driven into the ground in the Shagal area. A photo shows I.A. Aganov (far left), and the first construction group led by N.G. Sapozhkov (center). On February 15, the refinery&rsquo;s directorate began operating under the leadership of Nikolai Sergeevich Pastukhov, and on April 4, funding was opened.

Initially, the directorate was located in a single-story building in Turkmenabat. By October 1972, the staff had grown to more than 20 people, with an accounting department, procurement, and production engineering offices already functioning. Many pioneers left their names in the historical records: team leader N.S. Filonov, refinery director R.A. Muratov, his deputies V.S. Chuguev and R.Ya. Senkina, chief engineer Kh.M. Jamaldiev, and many others. Foreign specialists also participated in the construction, including those from East Germany (Marko Frank) and Czechoslovakia.

The History of the Seydi Oil Refinery

A delegation from Turkmenistan, led by Khodjamyrat Ashirmyradov, Governor of the Balkan Province, paid a working visit to the Gilan Province of the Islamic Republic of Iran. The purpose of the visit was to participate in the First Meeting of Caspian Region Governors, held in the city of Rasht.

Turkmenistan participated in the First meeting of Caspian region governors in Iran

The 10th meeting of the Joint Turkmen-Tatarstan Working Group on Trade, Economic, Scientific, Technical, and Cultural Cooperation opened at the Yyldyz Hotel in Ashgabat on November 20. A representative delegation, led by Oleg Korobchenko, Deputy Prime Minister and Minister of Industry and Trade of the Republic of Tatarstan, arrived in our country to participate.

Speaking about opportunities to expand cooperation in priority areas, the parties confirmed their readiness to further deepen cooperation and specified promising areas, including trade, economic, oil and gas, energy, and industrial sectors.

Particular emphasis was placed on areas such as transportation, communications and information technology, textiles, agriculture and environmental protection, science, education, healthcare, pharmaceuticals, culture, sports, and youth policy.

It was emphasized that the implementation of joint projects in various areas will be of practical importance for both sides.

10th meeting of the Joint Turkmen-Tatarstan working group on cooperation opened in Ashgabat

On November 18, the IRIS Institute and the Embassy of Turkmenistan in France held an international conference in Paris titled &ldquo;Turkmen-French Relations: Threats and Opportunities in the Modern World.&rdquo; The forum discussed potential collaboration in energy, ecology, water resources, digital technologies, space technologies, education, and culture.

The conference was dedicated to the 30th anniversary of Turkmenistan&rsquo;s permanent Neutrality and the international promotion of Magtymguly Fragi&rsquo;s literary heritage. It brought together representatives from government, scientific-diplomatic, and cultural circles.

Turkmenistan&rsquo;s Ambassador Maksat Charyyev emphasized the importance of the country&rsquo;s neutrality policy and noted that the official visit of the Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedow, to Paris in May 2025 has expanded cooperation in new directions.

French diplomats and IRIS representatives highly appreciated Turkmenistan&rsquo;s contribution to regional stability, its role in the energy sector, and its ecological initiatives, particularly efforts to reduce methane emissions.

Within the framework of the conference, an exhibition showcasing the works of Magtymguly Fragi and Turkmen state leaders was organized. The event concluded with a tasting of traditional Turkmen cuisine.

Turkmenistan and France discussed directions for developing cooperation

On November 18, Guvanchmyrat Atayev, Consul General of Turkmenistan in the Islamic Republic of Iran (Mashhad), met with Gholamhossein Mozaffari, Governor of Razavi Khorasan Province in Iran.

During the meeting, the parties emphasized the role of the Memorandum of Understanding on Economic, Trade, Scientific, Technical, and Cultural Cooperation between the Mary Region of Turkmenistan and Razavi Khorasan Province in strengthening bilateral cooperation.

They also noted the importance of reciprocal visits by delegations led by the governors of the two regions, as well as exhibitions and performances by cultural figures during such visits.

Turkmenistan and Iran discussed cultural cooperation between regions

On November 19, Minister of Foreign Affairs of Turkmenistan Rashid Meredov held a telephone conversation with Organization for Security and Cooperation in Europe Secretary General Feridun Sinirlioglu.

During the conversation, the parties discussed priority areas of cooperation between Turkmenistan and the OSCE, noting the stable dynamics of interaction and the constructive nature of the partnership.

The interlocutors placed particular emphasis on the importance of coordinating efforts in the international arena and discussed a number of issues aimed at further strengthening peace, security, and sustainable development. Turkmenistan and the OSCE discussed priority areas of cooperation

Lecturers and students of the Yagshygeldy Kakaev International University of Oil and Gas participated in the scientific-practical conference &ldquo;Lu Ban Workshop,&rdquo; which was held at the Polytechnic University of Ningbo (China).

During the conference, participants had the opportunity to jointly discuss the opportunities and prospects of the international educational project &ldquo;Lu Ban Workshop.&rdquo; The project aims to strengthen international cooperation and currently covers 30 countries across Asia, Africa, and Europe.

In Turkmenistan, the project is being implemented on the basis of the Yagshygeldy Kakaev International University of Oil and Gas. At present, work is underway on the university campus to prepare for the launch of the Lu Ban Workshop and to equip it with laboratory facilities.
