On October 17, President Serdar Berdimuhamedov received Deputy Prime Minister and Chief of Staff of the Government of the Republic of Kazakhstan, Galymzhan Koishybayev.

Turkmenistan’s Consul General in Istanbul Presented the Consular Patent

On October 16, a scientific and practical conference was held in Beijing to mark the 30th anniversary of Turkmenistan&#39;s status of permanent neutrality. The event also focused on the outcomes of the recent Halk Maslahaty meeting and issues of bilateral cooperation between Turkmenistan and China.

The conference opened with a welcome speech by Parakhat Durdyev, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the People&#39;s Republic of China. He highlighted the importance of the policy of permanent neutrality and the friendly Turkmen-Chinese relations.

In their speeches, participants emphasized the significance of international initiatives put forward by the President of Turkmenistan, Serdar Berdimuhamedov, during the 80th session of the United Nations General Assembly. Special attention was given to the successful implementation of the policy of positive neutrality, which contributes to the strengthening of peace, the development of dialogue, and sustainable development both within the region and beyond.

Participants were also informed about the outcomes of the recent session of the Halk Maslahaty of Turkmenistan, held in September of this year.

Conference Held in Beijing to Mark the 30th Anniversary of Turkmenistan's Neutrality

On October 3, 2025, President Serdar Berdimuhamedov held a Cabinet of Ministers meeting via digital communication. During the session, the results of Turkmenistan&#39;s socio-economic development for January&ndash;September of this year were discussed, including progress in the oil and gas sector.

The reporting period revealed significant achievements in the country&rsquo;s energy sector. Deputy Chairman of the Cabinet of Ministers B. Amanov presented a detailed report on the activities of the state concern &quot;Turkmennebit&quot; and oil refining enterprises. It was noted that in the first nine months of the year, &quot;Turkmennebit&quot; fulfilled its oil production plan by 109.7%. For oil refineries, the figure reached 109.4%. Gasoline production met 108.8% of the plan, diesel fuel &ndash; 101%, lubricants &ndash; 100%, and the production of natural and associated gas &ndash; 103.1%.

Steady growth was also recorded in the production of high-quality products such as polypropylene and liquefied gas, and in the export of natural gas abroad. These figures indicate the effective use of production capacities in the oil and gas sector, modernization of its technological base, and the strengthening of Turkmenistan&rsquo;s position in the international energy market.

After hearing the report, the President emphasized the need to further enhance the efficiency of production capacities, integrate new technologies, and broadly utilize digital systems. He outlined clear tasks for discovering new hydrocarbon reserves using modern technologies and for developing new methods of processing oil and natural gas.

Additionally, specific instructions were given to expand export routes of the gas industry and develop cooperation with foreign partners. These directives aim to ensure the continued stable development of the energy sector, which is a key pillar of Turkmenistan&#39;s economic growth.

As is well known, extensive geological exploration is currently underway in the country, new fields are being developed, and effective cooperation with international companies is being established. Ongoing work at major gas fields such as &ldquo;Galkynysh,&rdquo; &ldquo;Bagtyyarlyk,&rdquo; and &ldquo;Yashlar&rdquo; contributes to the growth of gas exports and further enhances Turkmenistan&rsquo;s reputation in the global energy market.

The economic policy pursued under the leadership of President Serdar Berdimuhamedov is aimed at modernizing the energy system, transitioning to environmentally friendly production methods, and accessing new markets. Application of the SBC Concept in Turkmenistan discussed in Ashgabat

On October 14, a meeting took place in Ethiopia between the Ambassador of Turkmenistan, Mekan Ishanguliyev, and the Deputy Chairperson of the African Union Commission, Mohamed El-Amine Souef. Took place on October 30 in the capital, a meeting of the co-chairs of the Intergovernmental Turkmen-Russian Commission on Economic Cooperation took place, during which the results of the work done over the past period were summed up, a wide range of issues of bilateral partnership were considered, its priority areas were identified with a view to the future.

In this regard, the progressive dynamics of the Turkmen-Russian cooperation, which is successfully developing on the principles of mutual benefit and long-term, was noted. It was emphasized that the confirmation of the two states&#39; continued intention to consistently strengthen long-term cooperation is the established constructive dialogue at the highest level, which directly contributes to the development of coordinated approaches to the implementation of agreements reached, the optimal realization of the existing impressive potential for building and diversifying productive partnership.

As noted, relations between Turkmenistan and the Russian Federation, which are of a strategic nature, are based on historically established traditions of friendship and good-neighborliness, solid experience of working together and are built on the basis of mutual respect, equality and priorities of socio-economic development of both countries.

An integral part of the interstate dialogue is established direct contacts with the regions, large industrial and cultural centers of Russia, including the Republic of Tatarstan, the Astrakhan Region, the city of St. Petersburg, and other subjects of the Russian Federation.

Turkmenistan and the Russian Federation also actively cooperate on multilateral platforms, within the framework of reputable international and regional organizations and structures. Among the important events of this year is the participation of President Serdar Berdimuhamedov in a meeting of the Council of Heads of State of the Commonwealth of Independent States and as an honorary guest at the XVI BRICS Summit in the BRICS Plus/Outreach format, held this month in Moscow and Kazan, respectively. In addition, in May, Ashgabat became the venue for the next meeting of the Council of Heads of Government of the CIS. In the same month, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov took part in the XV International Economic Forum &quot;Russia &ndash; the Islamic World: KazanForum 2024&quot;, which was held in the capital of the Republic of Tatarstan of the Russian Federation.

It should also be noted the participation of the delegation of the Russian Federation headed by President Vladimir Putin in the International Forum &quot;Interrelation of Times and Civilizations &ndash; the basis of Peace and Development&quot; held in Ashgabat on October 11, dedicated to the 300th anniversary of the great Turkmen poet and thinker of the East Makhtumkuli Fraga.

The agenda of the meeting, which continued in an expanded format, with the participation of members of the delegations of both countries &ndash; representatives of ministries and sectoral departments, relevant structures, included key issues of bilateral trade and economic cooperation. In this context, the prospects of partnership in the energy, transport and industrial sectors, agriculture, banking and investment spheres, business structures, and other relevant areas became the subject of a thorough discussion and exchange of views.

It was noted that large-scale transformations and comprehensive programs aimed at diversifying the national economy, creating new profitable industries, and producing a wide range of high-quality and export-oriented products open up great opportunities here.

Due attention was also paid to the development of humanitarian cooperation. The rapprochement of the peoples of the two countries is fully facilitated by the regularly held cross-cultural Days and other creative events that serve as a kind of bridges of friendship and good neighborliness. Cooperation in the educational and scientific fields is also fruitful. Here, as one of the illustrative examples, we can cite the joint Turkmen-Russian secondary school named after A.S.Pushkin operating in Ashgabat. Close ties have also been established in the field of higher education and training. Thus, numerous Turkmen students study various specialties at leading Russian universities.

Cooperation in the field of healthcare is also an important aspect of cooperation. In the light of modern realities, it is also of great importance to intensify contacts in the field of advanced technologies and innovations.

On behalf of the Russian delegation that arrived in Ashgabat, headed by Deputy Prime Minister of the Russian Federation A.Overchuk expressed sincere gratitude to the Turkmen side for the optimal conditions created for successful joint work.

At the end of the meeting, the participants confirmed the mutual interest of Turkmenistan and the Russian Federation in further expanding and strengthening mutually beneficial cooperation, entering new promising areas and projects.

During the visit of the delegation of the Russian Federation to Turkmenistan, a number of meetings were also held between representatives of relevant ministries and departments of the two countries.
