Turkmenistan’s Energy Policy: Sustainable Development, International Cooperation, and the Advancement of “Green” Technologies

At the plenary session of the 30th anniversary International Conference &quot;Oil and Gas of Turkmenistan &ndash; OGT 2025,&quot; Abdullah Al Shamsi, Business Development Director of XRG (ADNOC), spoke. The representative of the major energy company from the UAE emphasized the strategic importance of Turkmenistan for ADNOC&rsquo;s global gas portfolio and announced the company&rsquo;s long-term plans in the country.

Al Shamsi noted that the world needs reliable low-carbon energy, and natural gas plays a central role in this. For this reason, ADNOC is investing in building a large integrated gas portfolio, in which Turkmenistan holds a key position.

As an important step in strengthening its presence in Central Asia, Al Shamsi mentioned the signing earlier this year of a strategic concession agreement for Offshore Block I in the Caspian Sea. The agreement was made jointly with PETRONAS, Turkmengaz, and T&uuml;rkmennebit. Block I currently produces about 400 million cubic feet of natural gas per day.

Confirming ADNOC&rsquo;s long-term commitments, the company representative proudly announced the opening of the new XRG office in Ashgabat. According to him, this marks an important milestone and reflects the company&rsquo;s commitment to Turkmenistan&rsquo;s energy future.

UAE oil company ADNOC announces the opening of a New XRG Office in Ashgabat

On October 23, President Serdar Berdimuhamedov congratulated the participants on the opening of the conference held on the occasion of the 80th anniversary of the founding of the United Nations.

&ldquo;Considering that independent and neutral Turkmenistan, as a full subject of international relations, is actively expanding strategic cooperation with the United Nations, I would like to emphasize that this conference, held in our white marble capital &mdash; Ashgabat, carries significant foreign policy importance.

The recognition of the legal status of permanent neutrality of our independent homeland in accordance with three UN General Assembly Resolutions enhances the international authority of our democratic, lawful, secular state and our constructive and peace-loving people. The foreign policy and diplomatic experience accumulated over the past historical period clearly demonstrates that the policy of neutrality fully corresponds to our national interests and the goals of the United Nations.

In this regard, I am confident that the conference agenda will include, along with important issues of peace, security, and sustainable development, topics related to Turkmenistan&rsquo;s significant contribution to joint global efforts to implement international initiatives,&rdquo; the head of state noted.

The main goal of this large-scale event is to strengthen cooperation in the energy sector, discuss global and regional development trends, improve the regulatory framework, and ensure the sustainable growth of Turkmenistan&rsquo;s fuel and energy complex. The forum focuses on developing strategic partnerships between public and private sectors, presenting promising oil and gas projects, and exploring Turkmenistan&rsquo;s role as a key regional energy hub.

Representatives from dozens of countries are taking part in the conference.

Possessing vast reserves of natural gas, Turkmenistan is turning this resource into a driving force for sustainable development. The country is pursuing a policy aimed not only at raw material exports but also at building a diversified, eco-friendly, and high-value-added energy system. Efforts are underway to diversify export routes, develop the processing industry, and establish modern energy and chemical clusters.

To expand export potential, Turkmenistan is strengthening the reliability of existing pipelines, supporting liquefied natural gas (LNG) production projects, and developing new energy corridors within regional initiatives.

Developing high value-added production is also a state policy priority. New training centers are being established, and international exchange programs are helping to enhance the skills and expertise of specialists.

These initiatives clearly demonstrate Turkmenistan&rsquo;s commitment to long-term sustainable development. Ongoing efforts to modernize the energy infrastructure, expand digital systems, and develop the chemical industry are strengthening the national economy while creating new opportunities for international cooperation.

The opening ceremony was attended by members of the Government, heads of relevant ministries and agencies, representatives of reputable international organizations and diplomatic missions, experts from leading oil and gas companies, and members of the media. During the event, the President of Turkmenistan&rsquo;s congratulatory message to the forum participants was read. In his address, the Head of State emphasized that this annual forum helps determine the key directions for developing the country&rsquo;s fuel and energy complex, expanding mutually beneficial cooperation, and exchanging experience in implementing new technologies.

The message particularly highlighted Turkmenistan&rsquo;s focus on expanding natural gas export routes. Major projects such as the Turkmenistan&ndash;Afghanistan&ndash;Pakistan&ndash;India (TAPI) gas pipeline and its important section, the Serhetabat&ndash;Herat pipeline, aim to strengthen regional energy security and contribute to the prosperity of neighboring peoples. Offshore fields in the Turkmen sector of the Caspian Sea are also being successfully developed.

As part of the forum, an exhibition was opened featuring stands of Turkmen ministries, local enterprises, and leading global companies including CNPC, Eni, Baker Hughes, PETRONAS, Sumitomo Corporation, Dragon Oil, ADNOC, and others. In the afternoon, the forum continued under the motto &ldquo;Energy. Innovation. Development.&rdquo; At the plenary session, high-level representatives from various countries discussed innovations, energy transition, and new directions for international cooperation.

The session focused on environmental protection, emission reduction, and the expansion of renewable energy sources.

Speakers emphasized Turkmenistan&rsquo;s strategic role &mdash; as a nation with vast natural gas reserves &mdash; in ensuring regional energy security and sustainable development. The TAPI gas pipeline project, initiated by Hero-Arkadag, was highlighted as a key contribution not only to Turkmenistan&rsquo;s economy but also to the stability and prosperity of the entire region.

On the second day, discussions centered on expanding gas export routes, developing LNG production, attracting investments, and promoting innovation.

It was noted that natural gas, as one of the cleanest energy sources, plays a crucial role in the global energy transition. With its vast reserves, Turkmenistan is well-positioned to meet the growing global demand for gas.

New geological data and investment projects were also presented, opening new perspectives for capital inflows and technological cooperation. These initiatives contribute to strengthening the country&rsquo;s economic potential and ensuring global energy security.

At the conclusion of the first day of the forum, informal meetings were held between executives of international companies and representatives of the Turkmen side, during which the prospects for further cooperation and the implementation of joint projects were discussed.
