On October 31, President Serdar Berdimuhamedov held, via the digital system, a regular meeting of the Cabinet of Ministers, where the results of the work carried out in the country over the past ten months of the current year were reviewed.

Chairperson of the Mejlis Dunyagozel Gulmanova reported on the results of activities from January to October of this year. As noted, 17 legislative acts were adopted during the reporting period. In addition, amendments and additions were made to existing legal acts concerning criminal, arbitration, civil, criminal procedural, family, and labor relations, as well as tax, administrative, and production matters, automobile transport, migration, internal affairs, and customs activities. During the same period, the Mejlis adopted 18 resolutions.

Deputy Chairman of the Cabinet of Ministers Khojamyrat Geldimyradov reported on preliminary macroeconomic indicators for January&ndash;October of the current year. During the period under review, GDP growth reached 6.3 percent, including 1.7 percent in industry, 8.1 percent in construction, 10.4 percent in the transport and communications sector, 9.7 percent in trade, 5.2 percent in agriculture, and 8.3 percent in services. The Deputy Prime Minister also presented the draft State Budget for 2026.

Deputy Chairman of the Cabinet of Ministers Batyr Amanov reported on the results of work carried out from January to October this year to increase oil and gas production volumes and expand export routes to world markets. It was reported that the State Concern &ldquo;T&uuml;rkmennebit&rdquo; fulfilled its oil production plan at the level of 109.3 percent. During the same period, oil refineries met 108.6 percent of their processing targets.

Deputy Chairman of the Cabinet of Ministers Tangryguly Atahallyyev reported on the results of the agricultural sector&rsquo;s performance from January to October 2025, as well as on the ongoing agricultural work in the velayats. It was noted that the growth rate of agricultural production compared to the same period of the previous year amounted to 114.2 percent. The Deputy Prime Minister also reported on preparations for the nationwide tree-planting campaign and events dedicated to the widely celebrated Harvest Festival.

Deputy Chairperson of the Cabinet of Ministers Bayramgul Orazdurdiyeva reported on the results of activities in the supervised areas from January to October of the current year. It was noted that innovative teaching methods were widely applied in education, and new textbooks were published. In line with the State Program &ldquo;Saglyk,&rdquo; relevant work continued, and advanced practical medicine methods were introduced into preventive and therapeutic activities. During the period, efforts were made to promote physical culture and sports and to train professional athletes.

Minister of Foreign Affairs Rashid Meredov then reported on the activities of the Foreign Ministry from January to October of this year. Since the beginning of the year, the President of Turkmenistan has made visits to the Republic of Uzbekistan, Japan, the Russian Federation, the Republic of Kazakhstan, Mongolia, the People&rsquo;s Republic of China, the United States of America, the Republic of Tajikistan, and the Italian Republic. During the same period, the National Leader of the Turkmen people, Gurbanguly Berdimuhamedov, made visits to the Principality of Monaco, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Uzbekistan, the French Republic, the Republic of Tatarstan of the Russian Federation, the Republic of Azerbaijan, and Afghanistan.

The Minister of Foreign Affairs also reported on preparations for the upcoming working visit of the President of Turkmenistan to the United States of America at the invitation of President Donald Trump to hold a bilateral high-level meeting and participate in the &ldquo;Central Asia + USA&rdquo; Summit, to be held in Washington.

Deputy Chairman of the Cabinet of Ministers Mammethan Chakyev then reported on the results of the work carried out from January to October 2025 in the supervised sectors. The growth rate of works performed and services provided by the transport and communications complex amounted to 113 percent.

Addressing members of the Cabinet of Ministers, President Serdar Berdimuhamedov noted that every year a motto and emblem for the coming year are proclaimed and approved in Turkmenistan, reflecting the spirit of the times. In this regard, the head of state emphasized to Chairperson of the Mejlis Dunyagozel Gulmanova the importance of discussing this matter with the people and preparing proposals for determining the motto and emblem of 2026.

&ldquo;In the International Year of Peace and Trust, as the country solemnly celebrates the 30th anniversary of its neutrality, effective work continues to align the legislative acts regulating banking activities in our country with international standards. To accelerate settlements and money circulation and to introduce contactless technologies that enable secure and fast payments, the scale of the electronic payment system is being expanded.

Substantial progress is also being made in mutually beneficial cooperation with reputable international financial institutions &ndash; the International Monetary Fund, the World Bank, the Asian Development Bank, the Islamic Development Bank, the European Bank for Reconstruction and Development, as well as the international rating agency Fitch Ratings. The Cementing Department is a specialized production unit operating on a self-supporting basis. Its activities are continuous and directly related to oil and gas production. As a &quot;contractor,&quot; the department carries out work at oil and gas wells under the management of clients, within the framework of their production plans, using cementing units.

At the department&#39;s production sites, the following works are carried out: cementing of conductor, surface, intermediate, and production casing strings; installation of cement bridges and oil baths during drilling and well repair; pressure testing of casing strings for tightness; formation testing and well stimulation using compressors; cement loading and transportation; laboratory analysis to verify cement slurry density; and other operations.

All necessary conditions and opportunities for the effective work of oil workers have been created in the country. On behalf of all our valiant oil workers, we express our sincere gratitude to the National Leader of the Turkmen people and the Esteemed President.

An event dedicated to the 30th anniversary of Turkmenistan’s neutrality held in Aktau

As part of a visit to the Republic of Lithuania, a meeting took place on October 29 between Deputy Minister of Foreign Affairs of Turkmenistan, Ahmet Gurbanov, and his Lithuanian counterpart, Vidmantas Verbitskas.

During the meeting, the parties discussed the current state and prospects for the development of bilateral relations in the political-diplomatic, trade-economic, and cultural-humanitarian spheres.

The diplomats reviewed opportunities for organizing mutual high-level and top-level visits, which play a key role in further strengthening interstate cooperation.

Lithuania is interested in developing partnership with Turkmenistan in the transport and logistics sector

A large-scale International Conference and Exhibition &ldquo;Development of the Construction, Industrial, Chemical, and Energy Sectors of Turkmenistan&rdquo; (CIET 2025) will take place in the Avaza National Tourist Zone on November 3&ndash;4.

The program promises to be a synthesis of innovation, strategic dialogue, and practical solutions, bringing together representatives from 56 countries &mdash; including ministers, executives of transnational corporations, international financial institutions, research centers, and media outlets. Registration has already closed, with over 800 delegates confirming their participation.

Representatives from 56 countries will gather in Turkmenistan on November 3 for CIET 2025

On October 28, 2025, the fourth Meeting of the Ministers of Internal Affairs of the Economic Cooperation Organization (ECO) was held in Tehran, the capital of the Islamic Republic of Iran. The delegation of Turkmenistan, headed by the Minister of Internal Affairs Muhammet Hydyrov participated in the meeting.

The opening ceremony was attended by the President of the Islamic Republic of Iran Masoud Pezeshkian. The Secretary-General of the ECO, the Ministers of Internal Affairs of the member states of the Organization, their deputies, and representatives took part in the fourth meeting.

The fourth Meeting of the Ministers of Internal Affairs of the Economic Cooperation Organization was held

The &ldquo;State Program of the President of Turkmenistan for the Development of the Digital Economy for 2019&ndash;2025&rdquo; is aimed at ensuring the widespread introduction of modern digital technologies in all areas of the national economy. In this area, one of the leading industries of the country, the &ldquo;Turkmennebit&rdquo; State Concern, is also carrying out effective work to strengthen the digital management environment.

According to official data, modern platforms for collecting, analyzing and managing production data through electronic information systems are being introduced at the enterprises of the concern. The introduction of such digital systems creates conditions for increasing production efficiency, automating the work of employees on the information flow, and making quick management decisions.

Currently, the &ldquo;Turkmennebit&rdquo; State Concern ensures the accuracy of data at all stages of production with the help of digital solutions. A unified database of data is being created for oil and gas production, processing, supply and service, and reporting is being organized in digital form for each production stage. The 12th Interregional Meeting of National Commissions for UNESCO was held on October 29 as part of the 43rd Conference. Turkmenistan was represented by Chinar Rustamova, Executive Secretary of the National Commission for UNESCO.

The event consisted of four thematic sessions dedicated to empowering youth in promoting peace, human rights, and education for sustainable development, as well as connecting cultures and communities in the digital age.

On October 27, the Embassy of Turkmenistan in the Republic of Korea organized a gala event on the theme &quot;Introducing Turkmenistan: Foreign Policy, Cultural Heritage, and Tourism Opportunities.&quot;

In his welcoming speech, Turkmenistan&#39;s Ambassador to Korea, Begench Durdyev, emphasized the importance of the upcoming High-Level International Forum, which will be held in Ashgabat on December 12, 2025.

An event on introducing Turkmenistan was held in Seoul

A youth dialogue dedicated to the 30th anniversary of Turkmenistan&#39;s permanent neutrality, the 80th anniversary of the United Nations, and the International Year of Peace and Trust was held at the National Library in Dushanbe. The event was organized by the Embassy of Turkmenistan in Tajikistan.

Ambassador of Turkmenistan to the Republic of Tajikistan Aymyrat Gochmyradov noted in his address that this year is of particular significance for Turkmenistan, which is celebrating the 30th anniversary of the recognition of its permanent neutrality &ndash; a unique international legal status enshrined in the UN General Assembly Resolution of December 12, 1995, and subsequently reaffirmed three times by the international community.

In her address, UN Resident Coordinator in Tajikistan Parvathi Ramaswamy praised Turkmenistan&#39;s contribution to promoting neutrality and trust. Youth dialogue was held in Dushanbe to commemorate the 30th anniversary of Turkmenistan's neutrality

A high-level forum, &quot;The CAREC Region and the Multilateral Trading System: Deepening Integration in Central Asia and Beyond,&quot; was held at the World Trade Organization (WTO) headquarters in Geneva on October 22&ndash;23. It was organized jointly by the WTO and the Asian Development Bank (ADB).

A delegation from Turkmenistan, led by Deputy Minister of Finance and Economy Babaniyaz Yalakov, participated in the event.

In his speech, Yalakov emphasized the importance of Turkmenistan&#39;s gradual integration into the multilateral trading system, noting the priority of harmonizing national legislation with WTO norms and strengthening regional cooperation to expand trade and economic ties.

Turkmenistan Participated in the WTO-ADB Forum on Central Asian Integration

At a Cabinet of Ministers meeting held on October 8 Deputy Prime Minister Baimyrat Annamammedov reported on preparations for the upcoming Day of Workers of the Construction and Industrial Complex, which is celebrated annually on November 3.

The main part of the report was a large-scale plan for the commissioning and groundbreaking of key infrastructure facilities in the Balkan province, timed to coincide with this professional holiday. These projects emphasize Turkmenistan&rsquo;s intention to strengthen its transport and logistics infrastructure and industrial base on the Caspian Sea.

In early November, a new road bridge across the Garabogaz Bay will be inaugurated. In addition, the construction of a new section of the Turkmenbashi&ndash;Garabogaz highway, extending to the border with Kazakhstan, is scheduled to begin. In the Turkmenbashi district, a urea production complex with a capacity of 1,155,000 tons per year will be built, while in the Esenguly district, a new water treatment facility capable of processing 20,000 cubic meters of drinking water per day will be officially opened.

Meanwhile, on November 3&ndash;4, the National Tourist Zone &ldquo;Avaza&rdquo; will host an international forum titled &ldquo;Development of the Construction, Industrial, Chemical, and Energy Sectors of Turkmenistan.&rdquo;

Turkmenistan to Expand Infrastructure and Industrial Capacity on the Caspian

Last week, 15 transactions were registered at the trades of the State Commodity and Raw Materials Exchange of Turkmenistan.

For foreign currency, business representatives from the United Arab Emirates, Afghanistan, Ukraine, and Uzbekistan purchased liquefied gas and urea produced at the technological facilities of the State Concern &ldquo;T&uuml;rkmenhimi&yacute;a.&rdquo;

In addition, for foreign currency, cotton yarn, flannel fabric, licorice root extract, and purified cotton spinning waste were sold. The buyer countries were Turkey, Azerbaijan, and Serbia. The total value of the transactions exceeded 7.8 million US dollars.

President of Turkmenistan congratulated the head of Turkey on Republic Day

The XXX International Conference and Exhibition &ldquo;Turkmenistan&rsquo;s Oil and Gas &mdash; 2025,&rdquo; organized by the state concerns &ldquo;Turkmengaz&rdquo; and &ldquo;Turkmenneft&rdquo; at the Chamber of Commerce and Industry of Turkmenistan, served as a key platform for discussing the development and future of the country&rsquo;s oil and gas sector. The main goal of the event was to ensure the sustainable development of the national fuel and energy complex, strengthen active cooperation with foreign investors, and expand the opportunities for regional energy partnerships.

Around 1,500 delegates from more than 70 countries participated in the conference. The forum extensively showcased technologies, innovations, and investment projects related to various segments of the oil and gas industry. Special attention was given to automation, digitalization, and the implementation of modern equipment, including improving the efficiency of hydrocarbon extraction and processing.

Turkmenistan actively implements digital and innovative solutions in oil extraction and processing. This approach not only enhances production safety but also increases the sector&rsquo;s attractiveness for investments. The country is working to increase the production volumes of oil products, develop the petrochemical industry, and expand the production of ammonia, mineral fertilizers, polymers, and other high value-added products. This generates new jobs, develops local technologies, and strengthens international cooperation.

The forum featured innovative projects and solutions from leading global companies, including CNPC (China), Eni (Italy), Baker Hughes (USA), Sumitomo Corporation (Japan), PETRONAS (Malaysia), and other major industry players. Such cooperation enables the implementation of international technologies in petrochemicals and oil production, as well as the expansion of the sector&rsquo;s digital infrastructure in Turkmenistan.

During the conference, discussions focused on new projects in pipeline transport, liquefied gas production, and processing facilities. Special attention was given to the Turkmenistan &mdash; Afghanistan &mdash; Pakistan &mdash; India (TAPI) gas pipeline project, which not only ensures regional energy security but also expands the export potential of Turkmenistan&rsquo;s oil and gas sector.

Efforts in digitalization, modernization, and the development of high-tech production in the oil sector lay the foundation for Turkmenistan&rsquo;s sustainable economic growth. Creating opportunities for attracting investments and international cooperation is an important part of this strategy. Presentations highlighted the diversification of oil export routes, the development of processing and petrochemical industries, and increasing efficiency in international markets.

The XXX International Conference &ldquo;Turkmenistan&rsquo;s Oil and Gas &mdash; 2025&rdquo; demonstrated important steps toward effective and sustainable oil utilization, the implementation of innovative technologies and digitalization, and the expansion of international cooperation.
