Specialists of the &ldquo;Nebitgazburawlayysh&rdquo; trust of the state concern &ldquo;Turkmennebit&rdquo; have successfully completed drilling operations on three wells at the promising Uzynada field in the Balkan region. The wells have yielded an industrial flow of hydrocarbon raw materials.

According to the trust&rsquo;s report, drilling teams of the &ldquo;Goturdepe&rdquo; drilling department finished work on production wells No. 72 and No. 86, each with a design depth of 6,800 meters, reaching depths of 6,720 and 6,785 meters respectively. The daily output of these wells amounts to approximately 44 and 43 tons of gas condensate, as well as 20,000 and 18,000 cubic meters of natural gas.

Specialists of the &ldquo;Ekerem&rdquo; drilling department also reported the successful completion of drilling on production well No. 87 at the Uzynada field. This well, with a design depth of 6,800 meters, has likewise produced an industrial hydrocarbon flow. Its current daily production exceeds 45 tons of gas condensate and 45,000 cubic meters of natural gas.

After technical adjustments were completed, the new productive wells were transferred for operation to the oil workers of the &ldquo;Gumdagnebit&rdquo; oil and gas production department of the &ldquo;Nebitgazchykarysh&rdquo; trust of the state concern &ldquo;Turkmennebit&rdquo;.

As reported, work is currently underway to harvest the remaining cotton in the fields down to the last boll and prepare the land for the 2026 cotton sowing. Also, in the region, vegetation irrigation and mineral fertilizer application are being carried out on wheat-sown areas.

Then, Dashoguz Velayat Governor Dovletgeldi Babayev reported on the necessary measures being taken to harvest the cotton grown in the velayat without losses, using agricultural machinery efficiently. Furthermore, areas allocated for next year&#39;s cotton sowing are being ploughed and mineral fertilizer application is being carried out. Uniform germination has been achieved in the wheat fields.

Then, Durdy Gendzhiev, Governor of the Lebap Region, reported that work continues in the fields to harvest and deliver raw cotton to the state, as well as plowing the land cleared after the harvest and applying mineral fertilizers in preparation for next year&#39;s sowing.

Then, Dovranberdi Annaberdiev, Governor of the Mary Region, reported that appropriate measures are currently being implemented in the fields to harvest cotton down to the last boll. Particular attention is being paid to the efficient use of agricultural machinery. Plowing of agricultural land is underway to ensure a bountiful cotton harvest next year. Work is also underway to harvest sugar beets and ensure their uninterrupted transportation to receiving centers.

The hyakims also reported on the steps being taken in the regions to organize and conduct high-level celebrations to mark the 30th anniversary of the country&#39;s permanent neutrality, and to ensure food abundance in markets and retail outlets during the holidays.

Deputy Prime Minister Tangryguly Atakhalliyev then reported on the progress of the country&#39;s ongoing agricultural campaigns.

As noted, cotton harvesting is currently underway in the velayats, with the harvest continuing down to the last boll. Agricultural measures, including irrigation and mineral fertilizer application, are being implemented in wheat fields. At the same time, plowing is underway for the cotton crop next season. Appropriate measures are being taken to prepare the equipment that will be used in the agricultural campaigns in the coming year.

Summarizing the report, President Serdar Berdimuhamedov emphasized the role of agriculture in the national economy as a key sector ensuring food abundance in the country, as well as the need to develop this sector through diversification and the widespread adoption of advanced global practices. He gave the Deputy Prime Minister specific instructions in this regard.

With the participation of President Serdar Berdimuhamedov, the new livestock complex of the state-owned enterprise Altyn Halka was commissioned on December 1.

Upon arrival at the livestock complex, the head of state visited the administrative building, where he inspected the facilities. The administrative building offers all the necessary facilities for specialists to work effectively. The offices are equipped with the necessary equipment, including computers, and furniture that fully meets established requirements.

Deputy Chairman of the Cabinet of Ministers Tangryguly Atakhalliyev, who oversees the agro-industrial complex, reported on the operation of the new livestock complex of the state-owned enterprise &quot;Altyn Halka.&quot;

As noted, the complex, designed for modern management using a digital system, includes administration buildings, laboratories, a cafeteria, three buildings designed to house 500 cattle, two buildings for 200 calves, a milking parlor, a feeding area, and a covered feed warehouse. There are also veterinary and quarantine buildings, as well as auxiliary facilities for storing agricultural machinery, tools, and specialized vehicles.

The head of state also presented the head of the livestock complex with the keys to newly purchased equipment and vehicles.

These included powerful tractors, grain and forage harvesters from the American company John Deere, various types of agricultural machinery, as well as specialized vehicles and equipment, and passenger cars manufactured in the People&#39;s Republic of China and Japan, which boast high performance characteristics for the productive work of employees.

A Turkmen delegation, led by Minister of Culture of Turkmenistan Atageldy Shamyradov, participated in the 42nd meeting of the Permanent Council of Ministers of Culture of the International Organization of Turkic Culture (TURKSOY), held on November 28, 2025, in Aktau.

Following the meeting, the Permanent Council approved the Activity Report and Financial Report of the TURKSOY General Secretariat for the past period and took note of information from the Republic of Kazakhstan on the implementation of events held during the year as part of the Capital of Culture program.

The Council heard information from the Ministry of Culture of the Republic of Uzbekistan on the proclamation of Andijan as the Cultural Capital of the Turkic World in 2026 and presented a program of upcoming events.

Furthermore, the Permanent Council instructed the TURKSOY General Secretariat to prepare a draft document on the development and strengthening of the Organization in pursuance of the decision taken at the 12th Summit of the Organization of Turkic States and submit it to the competent authorities of the member states for review. Final approval of the document is scheduled for the next Council meeting.

In honor of the 30th anniversary of Turkmenistan&rsquo;s permanent neutrality, on November 26, 2025, the International Scientific and Practical Conference and Exhibition titled &ldquo;The Future of Digital Innovative Technologies and Their Implementation in the Science and Education System&rdquo; was held at the International University of Oil and Gas named after Yagshygeldi Kakayev. The conference brought together professors and lecturers, researchers, postgraduate and master&rsquo;s students, and undergraduates from higher education institutions in Turkmenistan and abroad, as well as specialists from foreign companies, international organizations, and representatives of relevant ministries and sectoral administrative bodies of the country.

Approximately 1,500 scientists, specialists, and students from 22 countries participated in the conference, including China, the Russian Federation, Japan, Malaysia, Germany, Kazakhstan, Italy, the United Arab Emirates, Indonesia, Pakistan, Austria, Iran, Romania, Azerbaijan, Belarus, Georgia, Tajikistan, Uzbekistan, Armenia, Panama, Jordan, and Turkmenistan.

The main goal of this international forum was to study the directions of development of digital innovations, discuss opportunities for the integration of modern technologies into the science and education system, and promote international cooperation in the field of digitalization.

At the general session, more than 30 reports were presented, and over 120 scientific presentations were delivered in the sections. This achievement became possible due to the adoption of global experience in integrating high technologies, software, and artificial intelligence into the educational system.

During the conference, it was noted that Turkmenistan is always ready to expand cooperation with foreign universities, companies, and research centers, as well as coordinate joint projects.

As emphasized by the esteemed President of Turkmenistan, Serdar Berdimuhamedov, in accordance with the concept of the digital economy and within the framework of large-scale reforms, it is important to strengthen the interaction between science, education, and production. In this context, it is essential to create new professions and improve teaching methods in engineering, technical, and technological fields. The Academy of Sciences plays a key role in this process, and large-scale reforms are successfully implemented under the leadership of the esteemed President.

The development of the digital education system allows for the strengthening of the material and technical base of educational institutions, the improvement of education quality, and the preparation of specialists who meet the requirements of the labor market. These measures are aimed at ensuring the sustainable development of the national economy and improving the well-being of the population.

To achieve the set goals, the appropriate infrastructure is being created. The &ldquo;State Program for the Development of the Digital Economy of Turkmenistan for 2021&ndash;2025&rdquo; aims at the digitalization of all sectors of the economy. The development of the digital education system and the related digital economy enables the preparation of every individual for life and professional activity.

The widespread use of digital technologies in the education system ensures the collection, processing, transfer, and storage of information. This increases the efficiency of the learning process, updates the content, methods, and assessment mechanisms of education.

The experience accumulated in Turkmenistan is of great significance not only at the national but also at the international level. Development of digital technologies in Turkmenistan and their implementation in the science and education system

On December 1, the Central Bank of Turkmenistan introduced a new polymer 200 manat banknote, along with modified 1, 5, and 10 manat banknotes. This innovation marks the 30th anniversary of Turkmenistan&#39;s permanent neutrality.

The design of the 1, 5, and 10 manat banknotes remains largely unchanged, but has been supplemented with the emblem of the International Year of Peace and Trust. The new 200 manat banknote features an image of the Arkadag Monument on the front and the Arkadag City Hall on the back. All new banknotes bear the year of issue and a facsimile signature of the Chairman of the Board of the Central Bank of Turkmenistan.

The updated and new banknotes are mandatory for all types of payments throughout the country, regardless of the organization&#39;s ownership. At the same time, all previously issued Central Bank banknotes of 2009, 2012, 2014, 2017, and 2020 designations remain valid as legal tender.

Diplomatic relations between our countries were established in 1992, and over the past period a solid contractual and legal framework, including numerous agreements, has been formed. The Treaty on Strategic Partnership is the main document confirming the high level of bilateral relations. The Heads of State of the two countries maintain regular dialogue both bilaterally and within regional and international organizations. Our countries coordinate their actions within international organizations, primarily within the framework of the UN, supporting each other&#39;s initiatives aimed at ensuring peace, security, and sustainable development. Kazakhstan consistently supports Turkmenistan&rsquo;s internationally recognized status of permanent neutrality, viewing it as an important factor of regional stability. As the President of the friendly country noted, Kazakhstan regards Turkmenistan as a fraternal neighboring state and a strategic partner. Our esteemed President emphasized that relations between our countries are developing on the principles of friendship and good neighbourliness and comprise broad areas of cooperation in the political-diplomatic, trade-economic, cultural and humanitarian spheres. It was noted that each of these areas is supported by effective cooperation mechanisms &mdash; intergovernmental commissions, sectoral working groups and other coordinating structures. President Kassym-Jomart Tokayev expressed confidence that, thanks to joint efforts, the strategic partnership will continue to strengthen for the benefit of the two brotherly peoples. He also noted the dynamic development of cultural and humanitarian ties, drawing attention to the fact that monuments to prominent figures of the spiritual and cultural heritage of the two nations were recently opened in Kazakhstan and Turkmenistan &mdash; in particular, a monument to Magtymguly Pyragy in Astana, and monuments to Kurmangazy Sagyrbayuly and Abay Kunanbayev in Ashgabat. Our esteemed President confirmed Turkmenistan&rsquo;s readiness to continue cooperation with Kazakhstan in the energy sector, exchange experience in increasing the efficiency and environmental safety of hydrocarbon production, and work in areas such as electric power generation, chemical industry, metallurgy, mechanical engineering, textile industry, petrochemistry, natural gas processing, and urban development.

As noted by the Head of State, the transport and logistics system is one of the strategic areas of bilateral cooperation. Currently coordinated work is underway to develop the road infrastructure connecting our countries. At the beginning of this month, a motor bridge across the Garabogazkol Bay was commissioned, and construction of the highway from Turkmenbashi to the Turkmen-Kazakh state border continues. The digital economy, innovations, and the agro-industrial complex are also priority areas of cooperation. Efficient use of water resources holds an important place in the bilateral and regional agenda. Our esteemed President underlined that the cultural and humanitarian sphere is a significant component of Turkmen-Kazakh relations and drew attention to the wide opportunities for cooperation in science, education, healthcare, physical culture, and sports.

During the state visit, a ceremony was held to award the Head of State with the highest award of the friendly country &mdash; the &ldquo;Altyn Kyran&rdquo; Order. During the ceremony, President Kassym-Jomart Tokayev emphasized the special role of our esteemed President as an outstanding statesman and wise leader who consistently strengthens Turkmenistan&rsquo;s socio-economic potential, international authority, and statehood. A signing ceremony of the Joint Statement and exchange of bilateral documents then took place. Under applause, our esteemed President and the President of the Republic of Kazakhstan signed the Joint Statement. These documents will further strengthen the contractual and legal basis of Turkmen-Kazakh relations, founded on the principles of friendship, goodwill, neighbourliness, and mutual trust.

The Heads of State addressed representatives of the media. The President of the friendly country, commenting on the results of the negotiations, confirmed his readiness to continue close cooperation with the Turkmen side to ensure stability, security, and sustainable development at the regional and global levels. In particular, President Kassym-Jomart Tokayev proposed implementing joint projects in digitalization of public services and the introduction of information technologies, taking into account the experience gained by Kazakhstan in this area. He also noted that Kazakhstan proposed considering the possibility of opening a branch of one of Turkmenistan&rsquo;s higher education institutions.

Our Head of State also addressed the media, noting that during the meetings the current state of bilateral cooperation was reviewed. As emphasized, the sides agreed to carry out joint activities aimed at expanding trade-economic cooperation and strengthening cultural and humanitarian ties. Our esteemed President noted that this was his second state visit to Kazakhstan and expressed deep satisfaction with the results of the negotiations.

Within the framework of the visit, the Head of State visited the International Artificial Intelligence Center &ldquo;Alem.AI&rdquo;. The center was established with the aim of developing artificial intelligence technologies, education, and innovation. Located in Astana, it is one of the strategic projects aimed at placing Kazakhstan among the leaders in high technology. The main goals of the center include supporting technological and economic development, creating a comprehensive environment for scientific research, startups, and advanced solutions in the field of artificial intelligence, training highly qualified specialists, and expanding the export of AI solutions.

It should be noted that during the state visit to Kazakhstan, members of the Turkmen delegation laid flowers at the monument to Magtymguly Pyragy in Astana. In addition, members of our country&rsquo;s delegation held bilateral meetings with their Kazakh counterparts, during which opportunities for developing cooperation in areas of mutual interest were discussed. Several documents were signed following these meetings.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan Nokerguly Atagulyev reported on preparations for International Neutrality Day and the New Year holiday.

As reported, holiday shopping will begin on December 5 in shopping centers, markets, and stores in the provinces, cities of Ashgabat, and Arkadag. Mobile retail outlets are also planned.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of taking appropriate measures to fully meet the public&#39;s demand for various products in anticipation of the upcoming holidays &ndash; International Neutrality Day and the New Year.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan Hojamyrat Geldimyradov reported on preparations for audits of the annual financial statements of the country&#39;s banks at a government meeting on November 28.

As reported, the State Development Bank, the State Bank for Foreign Economic Affairs, the state-commercial banks Da&yacute;hanbank and Turkmenistan, the joint-stock commercial banks T&uuml;rkmenbaşy, Halkbank, and Senagat, and the Turkmen-Turkish Joint-Stock Commercial Bank plan to announce an international tender to select an audit firm included in the list of reputable international audit firms. This will allow for an analysis of the financial reporting accuracy of the country&#39;s credit institutions and an assessment of their banking activities.

After hearing the report, President Serdar Berdimuhamedov emphasized the need to further improve the banking sector and expand the range of services provided. As a result, newly drilled production wells at the Uzynada field have produced gas condensate, which is connected to the general oil pipeline system. Additional volumes of hydrocarbons have also begun to flow. This fact clearly demonstrates the potential of this field and its enormous importance for increasing oil production.

After hearing the report, President Serdar Berdimuhamedov emphasized that the country is implementing targeted efforts to modernize the material and technical infrastructure of the oil and gas sector. Chairman of the Cabinet of Ministers and Minister of Foreign Affairs Rashid Meredov reported on Turkmenistan&#39;s cooperation with United Nations humanitarian agencies.

The work plans of the State Statistics Committee and the State Committee for Television, Radio Broadcasting, and Cinematography, along with the UNICEF Office in Turkmenistan, for the coming years were submitted to the head of state for review. These documents were developed to provide high-quality statistical data on children, improve reporting, enhance expertise in multi-level cluster analysis, effectively apply data at the national level, and widely publicize activities carried out in the interests of young citizens through media and outreach efforts. Work plans for 2026 have also been prepared by several other relevant government agencies in conjunction with the UNICEF Office.

Deputy Prime Minister Mammetkhan Chakyev reported on the ongoing work to strengthen the material and technical infrastructure of the railway sector. Currently, cooperation with foreign companies is being emphasized as part of the overhaul of freight and passenger locomotives. This is intended to contribute to an increase in freight and passenger traffic volumes, as well as to enhance the transport and transit potential of the industry.

On November 28, in the city of Almaty, the 15th Meeting of Deputy Ministers of Foreign Affairs of the Central Asian countries was held, organized by the Ministry of Foreign Affairs of Kazakhstan with the support of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA).

The meeting was attended by Deputy Ministers of Foreign Affairs of the Central Asian countries, as well as representatives from the UN Assistance Mission in Afghanistan (UNAMA), the UN Department of Political and Peacebuilding Affairs, and UNRCCA. In his speech, the Turkmen representative noted Turkmenistan&#39;s active participation in international initiatives, emphasizing that the country&#39;s actions are based on the principles of Permanent Neutrality.

During the discussions, the parties reviewed important issues on the regional and international agenda, as well as opportunities for developing regional cooperation. The participants stressed the need to coordinate joint efforts against emerging new threats and events affecting peace and security in the region.

15th Meeting of Central Asian Deputy Foreign Ministers held in Almaty

On November 26, 2025, the Yagshygeldi Kakayev International Oil and Gas University hosted a hybrid-format international scientific-practical conference and exhibition titled &ldquo;The Future of Digital Innovative Technologies and Their Integration into the Science and Education System.&rdquo; Nearly 1,500 specialists, scholars, and students from 22 countries took part in the event dedicated to the significant anniversary.

Participants first visited an exhibition displayed in the university&rsquo;s spacious lobby, showcasing new digital solutions, interactive learning tools, educational software, as well as achievements of local teachers and students. Following this, the opening ceremony of the conference was held, during which the development trends of digital innovations, their integration into science and education, and the expansion of international cooperation were discussed.

The forum continued its work in three sections: &ldquo;Digitalization and Digital Technologies in Education,&rdquo; &ldquo;Cybersecurity and Artificial Intelligence,&rdquo; and &ldquo;The Role of the Digital Economy in Achieving Sustainable Development Goals.&rdquo; More than 30 presentations were delivered at the plenary session and over 120 in the sectional meetings. Speakers noted the rapid development of digital technologies in Turkmenistan, made possible by the successful implementation of long-term socio-economic development programs.

During the conference, the importance of expanding international cooperation was emphasized, and readiness was expressed to strengthen collaboration with foreign universities and scientific centers. Words of gratitude were also conveyed to the Hero Arkadag and the Arkadagly Hero Serdar for the conditions created for such initiatives.

International Conference on Digital Innovative Technologies Held in Honor of the 30th Anniversary of Turkmenistan’s Neutrality

From 24 to 26 November, the 9th meeting of the Commission for the Conservation, Rational Use of Aquatic Biological Resources of the Caspian Sea and the Management of Their Shared Stocks was held at the Caspian Sea Institute of Turkmenistan in Ashgabat. Turkmenistan is chairing the Commission for 2025&ndash;2026.

During the meeting, the parties discussed the state of shared stocks, issues related to the conservation and reproduction of aquatic biological resources, and exchanged the results of scientific research.

A decision was adopted not to conduct commercial fishing of sturgeon species in 2026; fishing is permitted only for scientific purposes and for reproduction within agreed quotas. A Protocol was signed following the meeting.
