From 25 June to 3 July 2025, the 33rd Session of the Assembly of the Intergovernmental Oceanographic Commission (IOC) of UNESCO is taking place at UNESCO headquarters in Paris. On 24 June, the 58th Session of the IOC Executive Council was held.

The event includes thematic scientific sessions and special meetings aimed at strengthening international cooperation in monitoring the state of the oceans, predicting the impacts of climate change and protecting the marine environment.

The delegation of Turkmenistan, consisting of the Director of the Institute of the Caspian Sea of Turkmenistan Myrat Atajanov, Ambassador Extraordinary and Plenipotentiary, Permanent Representative of Turkmenistan to UNESCO Maksat Charyev, as well as an employee of the treaty and legal department of the Ministry of Foreign Affairs of Turkmenistan Kemal Garayev, is taking part in the sessions.

Turkmenistan consistently demonstrates its commitment to international initiatives to preserve marine ecosystems, develop scientific research and strengthen international cooperation in the field of oceanography. From June 30 to July 3, 2025, in Seville, the delegation of Turkmenistan headed by the Minister of Economy and Finance of Turkmenistan M. Astanagulov takes part in the Fourth International Conference on Financing for Development (FFD4).

The event is attended by heads of state and government, the UN Secretary-General, as well as the heads of the World Bank, the International Monetary Fund, the WTO and other international and regional organizations.

In his speech, the head of the delegation of Turkmenistan noted that one of the important messages of the Conference is the updated global approach to financing for development, which is reflected in the Outcome Document of the 4th International Conference on Financing for Development. M.Astanagulov emphasized that Turkmenistan will adhere to the recommendations specified in the Outcome Document, including the timely implementation of relevant development programs and strategies, including the Action Program for Landlocked Countries.

During the event, it was noted that the conference provides a unique opportunity to discuss issues related to reforming financial systems at the global, national and local levels, including in support of the transformation of the international financial architecture and the removal of barriers that hinder the attraction of urgent investments to achieve the Sustainable Development Goals (SDGs).

It was also emphasized that the development of sustainable transport systems, logistical interconnectivity, and the construction of a reliable transport and communications infrastructure at the global level are also acquiring special significance in the context of global economic transformation.

In addition, the conviction was expressed that the Third UN Conference on Landlocked Developing Countries will become an important platform for developing dialogue, including on issues of financing sustainable development, strengthening partnerships and identifying effective strategies for solving the problems of these states.

Foreign Ministers of Turkmenistan and Kazakhstan discussed current issues on the bilateral agenda

On July 2nd, The President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov, held another meeting of the State Security Council, at which the results of the work of the country&rsquo;s military and law enforcement agencies over the first six months of the current year were reviewed. The agenda also included issues related to ensuring security and peace in the independent Motherland, strengthening the material and technical base of the security forces, and further improving their activities.

The first to speak was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the measures taken in the first half of 2025 to successfully implement the Development Program of the Armed Forces of Turkmenistan and to strengthen the country&rsquo;s defense capability. A report was also presented on the results of the spring conscription campaign and ongoing efforts to improve the service and social conditions of military personnel.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of further modernization of the country&rsquo;s Armed Forces in accordance with Turkmenistan&rsquo;s defensive Military Doctrine and modern requirements.

Next, the heads of the military and law enforcement agencies reported on the results of their work for the six months of the current year within their respective structures, on the fulfillment of previously given instructions and relevant programs, and on measures being taken to improve the work of these structures and implement digital technologies within them.

After listening to the reports, the head of state gave specific instructions and directives to the respective leaders regarding ensuring security and tranquility in the country, strengthening the material and technical base of the military and law enforcement agencies, and further improving their activities.

Addressing the members of the State Security Council, President Serdar Berdimuhamedov noted that, according to Turkmenistan&rsquo;s Military Doctrine, which has a strictly defensive character, measures are being taken to maintain a high level of military security and integrity of the independent, permanently neutral Motherland, consistent strengthening of the country&rsquo;s defense capability, and improving the social and living conditions of the defenders of the Fatherland and their families. At the same time, it was emphasized that work in this direction will continue in the future.

President of Turkmenistan Held a Regular Meeting of the State Security Council

Balkan Velayat continues to see large-scale construction efforts aimed at modernizing infrastructure and advancing Turkmenistan&rsquo;s vital oil and gas sector. Specialists from the 1st Specialized Installation Directorate of the &ldquo;T&uuml;rkmen&yacute;&ouml;ritenebitgazgurnama&rdquo; Trust, under the State Concern &ldquo;T&uuml;rkmengaz,&rdquo; are actively working in Balkanabat on a range of projects. These include the development of mineral resource fields, installation of new fuel pipelines, modernization of existing infrastructure, and the construction of cultural and community facilities.

The enterprise carries out major work commissioned by the State Concern &ldquo;T&uuml;rkmennebit,&rdquo; as well as the &ldquo;Balkangaz&uuml;pj&uuml;n&ccedil;ilik&rdquo; and &ldquo;G&uuml;nbatargazakdyryş&rdquo; departments. Since the start of the International Year of Peace and Trust, the team has completed projects worth over 46.5 million manats, significantly surpassing planned targets.

Thanks to their extensive experience in pipeline construction and facility development, the specialists are delivering high-quality results on tight schedules. Continued investment in modern equipment, robust technical support, and skilled human resources all contribute to the success of these initiatives.

Construction Projects Expand Across Balkan Velayat

On 30 June 2025, in the city of Porto, Portugal, within the framework of the 32nd session of the OSCE Parliamentary Assembly, Turkmenistan held a side event on the theme &ldquo;International Year of Peace and Trust: Strengthening Multilateralism for a Secure and Sustainable Future&rdquo;. The initiative was timed to coincide with the International Year of Peace and Trust, declared at the proposal of Turkmenistan, as well as the 30th anniversary of Turkmenistan&#39;s permanent neutrality.

A telephone conversation was held between the Foreign Ministers of Turkmenistan and Zambia

On June 30, President Serdar Berdimuhamedov held a working meeting on the digital system with the participation of Deputy Chairman of the Cabinet of Ministers T. Atahalliyev and velayat hakims, where issues related to the country&#39;s agricultural sector and the work carried out in the regions were discussed.

The hakims of the velayats reported on the progress of the current seasonal agricultural campaigns.

The hakims reported on the progress of construction of social, cultural and industrial facilities planned for opening in the regions this year within the framework of the Program of the President of Turkmenistan for the socio-economic development of the country in 2022&ndash;2028 and the National Rural Program.

After hearing the reports, President Serdar Berdimuhamedov noted the need to ensure the harvest of the remaining wheat crop in the fields without losses and to the last grain and to carry out agricultural activities at the proper level in the cotton fields, giving specific instructions to the hakims.

The commissioning of this unique metropolis, granted special legal status as a city of national significance by law, is the outcome of grand transformations underway in Turkmenistan. These reforms were initiated by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedow, and are being consistently advanced under the leadership of President Serdar Berdimuhamedow.

This new city, built in one of the most ancient corners of Turkmen land&mdash;where the proud history of our ancestors began&mdash;is a showcase example of a smart city. Digital, ICT, and green technologies are integrated into its operations. Here, the finest traditions of national architecture harmoniously blend with contemporary trends in design and architecture. The comprehensive infrastructure, meeting international standards&mdash;including in environmental protection&mdash;ensures optimal comfort and convenience for its residents.

In the past two years, Arkadag has received prestigious international certificates and awards recognizing its high performance in smart urban programs, innovation, and ecological standards.

Last year, the city was honored with the top award at the World Smart City Expo 2024 in the Republic of Korea&mdash;&ldquo;For Outstanding Achievement in Smart City&rdquo;&mdash;along with international awards for &ldquo;Foreign Smart City&rdquo; and &ldquo;For Significant Contribution to the World Smart City Expo 2024.&rdquo; It also received the &ldquo;Choice of Quality‑2024&rdquo; Diamond Category award from the European Society for Quality Research in Vienna. Since its inception, the construction of Arkadag has been a focal point of attention for Hero‑Arkadag Gurbanguly Berdimuhamedow. Every working visit by the National Leader includes detailed reviews of key construction sites. His thoughtful and well-considered recommendations on functionality, reliability, safety, and appearance guide the work of architects, builders, and designers.

During preparations for Phase Two, the Hero‑Arkadag stressed that modern urban planning requirements and active integration of digital technologies should shape building designs. He emphasized the President&rsquo;s focus on using intellectual-property solutions and adopting cutting-edge technologies in construction and finishing work.

Naming the city&rsquo;s streets, avenues, and institutions after prominent Turkmen figures instills pride. The &ldquo;Ahalteke Atlary&rdquo; Avenue is especially symbolic, as the region is the age-old home of Akhal-Teke horses.

Forum participants underscored that President Serdar Berdimuhamedow&rsquo;s successful socio-economic strategy, industrialization of the national economy, and development of industrial sectors allow our country to invest large funds in large-scale urban development. Modern cities, towns, villages, science and education facilities, healthcare, culture, and production enterprises are systematically being commissioned. The face of the Fatherland is transforming and becoming more beautiful daily. All this shows our independent country confidently following the path of progress and prosperity.

They noted that among the significant achievements of our strong state is the city of Arkadag, whose construction was initiated by the National Leader of the Turkmen people. The project&rsquo;s launch in 2019 has, thanks to Hero‑Arkadag&rsquo;s constant attention and support, resulted today in our country&rsquo;s first smart city taking on a splendid appearance.

The decision to build industrial facilities in Arkadag is another clear demonstration of the Government of Turkmenistan&rsquo;s focus on strengthening the national economy and ensuring the welfare and happiness of its people. Accelerating socio-economic development in the modern era is a key direction of state policy. Important tasks include developing the material-technical base of all spheres, preparing skilled personnel, and promoting healthy lifestyles.

Broad involvement of private companies in urban construction and implementing national programs is a key policy vector in supporting entrepreneurship. Members of the Union of Industrialists and Entrepreneurs are working on hundreds of industrial, social, and cultural facilities across the country. Over 50 domestic companies and individual enterprises are participating in Phase Two of Arkadag&rsquo;s development. Domestic and leading foreign firms are involved in constructing the medical cluster.

Forum delegates confirmed that healthcare facilities in the new city meet international standards. The healthcare system includes several medical facilities: a multidisciplinary hospital; a children&rsquo;s wellness-rehabilitation center; an oncology center; a mother-and-child care center; an emergency care center; and a clinic. Altogether, they not only modernize the healthcare system but also help turn Turkmenistan into a regional medical hub.

As part of creating a medical cluster, the &ldquo;Arkadag Medisina Klasteri Menejment&rdquo; enterprise was opened, producing in-demand medical items daily from local raw materials that meet international quality standards. Its products are registered internationally, with trademarks certified by the World Intellectual Property Organization&rsquo;s International Bureau.

Recall that in March 2021, at the initiative and through the efforts of Hero‑Arkadag, the charitable fund named after Gurbanguly Berdimuhamedow was created in Arkadag to support children needing care and to ensure their happy lives.

During the forum, there was an exchange of views on key issues of digital and green transformation for sustainable development. It was stressed that advanced technologies open new opportunities for economic growth, public-service management, and have great potential for improving natural resource management.

Geological Exploration Activities in Turkmenistan Reviewed

In order to successfully address the objectives outlined in the &ldquo;President of Turkmenistan&rsquo;s Program for Socio-Economic Development of the Country for 2022&ndash;2028,&rdquo; and to support the entrepreneurial and business sectors in the training, retraining, and professional development of highly qualified personnel in the era of the Revival of a new epoch of a powerful state, I hereby decree:

To approve the decision of the Board of the Union of Industrialists and Entrepreneurs of Turkmenistan on the establishment of the International University of Industrialists and Entrepreneurs.

To instruct the Ministry of Education of Turkmenistan to facilitate the following:

The development and legislative approval of the Charter and organizational structure of the International University of Industrialists and Entrepreneurs;

The licensing procedure of educational and vocational training activities of the International University of Industrialists and Entrepreneurs, as well as the state accreditation of its educational activities;

The preparation of curricula at the International University of Industrialists and Entrepreneurs in accordance with international standards and their submission for approval to the relevant Deputy Chairman of the Cabinet of Ministers of Turkmenistan;

The legislative approval of the admission plan for the International University of Industrialists and Entrepreneurs;

The determination of tuition fees for students at the International University of Industrialists and Entrepreneurs;

The organization of student admissions starting from the 2025&ndash;2026 academic year;

The official invitation of foreign lecturers and specialists to conduct classes at the International University of Industrialists and Entrepreneurs.
