Balkan Velayat continues to see large-scale construction efforts aimed at modernizing infrastructure and advancing Turkmenistan&rsquo;s vital oil and gas sector. Specialists from the 1st Specialized Installation Directorate of the &ldquo;T&uuml;rkmen&yacute;&ouml;ritenebitgazgurnama&rdquo; Trust, under the State Concern &ldquo;T&uuml;rkmengaz,&rdquo; are actively working in Balkanabat on a range of projects. These include the development of mineral resource fields, installation of new fuel pipelines, modernization of existing infrastructure, and the construction of cultural and community facilities.

On 30 June 2025, in the city of Porto, Portugal, within the framework of the 32nd session of the OSCE Parliamentary Assembly, Turkmenistan held a side event on the theme &ldquo;International Year of Peace and Trust: Strengthening Multilateralism for a Secure and Sustainable Future&rdquo;. The initiative was timed to coincide with the International Year of Peace and Trust, declared at the proposal of Turkmenistan, as well as the 30th anniversary of Turkmenistan&#39;s permanent neutrality.

Welcoming statements at the event were made by the President of the OSCE Parliamentary Assembly Pia Kauma, the OSCE Parliamentary Assembly Special Representative for Central Asia Farah Karimi, as well as representatives of the parliaments of the participating countries.

Participants emphasized the importance of neutrality as an effective mechanism for promoting international peace, stability and dialogue. The total amount of transactions amounted to over 5 million 19 thousand US dollars.

A telephone conversation was held between the Foreign Ministers of Turkmenistan and Zambia

On June 30, President Serdar Berdimuhamedov held a working meeting on the digital system with the participation of Deputy Chairman of the Cabinet of Ministers T. Atahalliyev and velayat hakims, where issues related to the country&#39;s agricultural sector and the work carried out in the regions were discussed.

The hakims of the velayats reported on the progress of the current seasonal agricultural campaigns.

The hakims reported on the progress of construction of social, cultural and industrial facilities planned for opening in the regions this year within the framework of the Program of the President of Turkmenistan for the socio-economic development of the country in 2022&ndash;2028 and the National Rural Program.

After hearing the reports, President Serdar Berdimuhamedov noted the need to ensure the harvest of the remaining wheat crop in the fields without losses and to the last grain and to carry out agricultural activities at the proper level in the cotton fields, giving specific instructions to the hakims.

The head of state also instructed the hyakims to monitor the high-quality and timely construction of facilities planned for commissioning in the region this year.

On June 30, President of Turkmenistan Serdar Berdimuhamedov received the newly appointed Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Pakistan to Turkmenistan, Ms. Faryal Leghari, who presented her credentials to the head of state.

Expressing gratitude for the time allocated for the meeting, the ambassador emphasized that Pakistan highly values Turkmenistan&rsquo;s peaceful foreign policy. On June 29, ceremonial events and a celebratory conference took place to mark the second anniversary of the founding of the city of Arkadag&mdash;a tangible symbol of the era of revival in a new epoch of a powerful state.

The commissioning of this unique metropolis, granted special legal status as a city of national significance by law, is the outcome of grand transformations underway in Turkmenistan. These reforms were initiated by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedow, and are being consistently advanced under the leadership of President Serdar Berdimuhamedow.

This new city, built in one of the most ancient corners of Turkmen land&mdash;where the proud history of our ancestors began&mdash;is a showcase example of a smart city. Digital, ICT, and green technologies are integrated into its operations. Here, the finest traditions of national architecture harmoniously blend with contemporary trends in design and architecture. The comprehensive infrastructure, meeting international standards&mdash;including in environmental protection&mdash;ensures optimal comfort and convenience for its residents.

In the past two years, Arkadag has received prestigious international certificates and awards recognizing its high performance in smart urban programs, innovation, and ecological standards.

Last year, the city was honored with the top award at the World Smart City Expo 2024 in the Republic of Korea&mdash;&ldquo;For Outstanding Achievement in Smart City&rdquo;&mdash;along with international awards for &ldquo;Foreign Smart City&rdquo; and &ldquo;For Significant Contribution to the World Smart City Expo 2024.&rdquo; It also received the &ldquo;Choice of Quality‑2024&rdquo; Diamond Category award from the European Society for Quality Research in Vienna. As is well-known, the construction of Arkadag is planned in two phases. Currently, the second phase is underway. In the first phase, 336 buildings were constructed: two- and multi-story comfortable residential houses, public, educational, medical and cultural facilities, sports complexes, and engineering systems.

All work has been completed to high quality and meets world standards. Educational institutions have implemented digital systems, and homes are equipped with smart‑home systems. Custom software ensures smooth operation and provides detailed information on all controlled devices.

Particular attention was paid to environmental aspects: eco-friendly materials were used in construction. His thoughtful and well-considered recommendations on functionality, reliability, safety, and appearance guide the work of architects, builders, and designers.

During preparations for Phase Two, the Hero‑Arkadag stressed that modern urban planning requirements and active integration of digital technologies should shape building designs. He emphasized the President&rsquo;s focus on using intellectual-property solutions and adopting cutting-edge technologies in construction and finishing work.

Naming the city&rsquo;s streets, avenues, and institutions after prominent Turkmen figures instills pride. The &ldquo;Ahalteke Atlary&rdquo; Avenue is especially symbolic, as the region is the age-old home of Akhal-Teke horses.

The installation in Arkadag&mdash;recognized as a remarkable achievement of the large-scale urban program&mdash;of the monument of the stallion Akhan (recorded in the Guinness World Records), as well as the &ldquo;Ta&yacute;&ccedil;anak&rdquo; monument, serves as a vivid testament to the nation&rsquo;s love for its celebrated horses.

Arkadag is planned as an eco-friendly and well-appointed city with electric buses and cars, smart parking, and solar and wind energy use. Local media&mdash;including a TV channel and newspaper&mdash;operate here, and a football team has been formed.

Thus, the phased implementation of a thoughtful urban development concept reflects the economic state of our nation, the cultural and spiritual life of society, its intellectual potential, core social processes and principles&mdash;all changing with the times.

Today, on the second anniversary of Arkadag&rsquo;s founding, new residents received keys to comfortable apartments and houses, adding to the festive mood.

Everywhere, there is a joyful atmosphere with music and song and performances by creative ensembles.

Residents proudly shared the advantages of smart‑home technologies that ensure maximum living comfort.

For example, intelligently placed motion sensors activate lights only where a person is present. Homes have automated curtains and blinds to make more effective use of daylight and heat, controlled automatically according to time of day, season, or weather.

Security systems are remotely controllable through mobile phones or voice command, offering comprehensive home safety. Technical protections against flooding, water and gas leaks, smoke, electrical faults&mdash;that all are key functions of the smart home. The system can neutralize emergency situations on its own, promptly notify the homeowner, provide data on electricity, gas, and water consumption, and remotely adjust indoor temperature.

Forum participants underscored that President Serdar Berdimuhamedow&rsquo;s successful socio-economic strategy, industrialization of the national economy, and development of industrial sectors allow our country to invest large funds in large-scale urban development. They noted that among the significant achievements of our strong state is the city of Arkadag, whose construction was initiated by the National Leader of the Turkmen people. Members of the Union of Industrialists and Entrepreneurs are working on hundreds of industrial, social, and cultural facilities across the country. Speaking during the ceremony, the Chairman of the UNESCO General Conference, Ms. S.Michelescu, congratulated the Hero Arkadag, the connoisseur of Ahal-Teke horses, and the President of Turkmenistan, as well as the entire Turkmen people, on a significant event of great importance in the life of the country, and presented a Certificate of inclusion of the national nomination &quot;Ahal-Teke horse breeding art and traditions of horse decoration&quot; in the List of Intangible Cultural Heritage UNESCO World Heritage Site.

This event is a vivid evidence that the national values formed by the Turkmen people over the centuries are being recognized in the world, and the glory of the &quot;heavenly&quot; horses is multiplying. The traditions of Turkmen jewelers have also gained popularity. As the speakers emphasized, UNESCO&#39;s decision is a tribute to Turkmenistan and the dedication of the Turkmen seyis and riders.

The participants, on behalf of all horse breeders of the country, expressed gratitude to Hero Arkadag and Arkadagly Hero Serdar for constant attention and support in preserving horse breeding traditions and increasing the glory of Ahal-Teke horses.

As noted, the Ahal-Teke people have been a source of inspiration for jewelers, poets and artists throughout history. The works of carpet, jewelry and fine art dedicated to the &quot;heavenly&quot; horses become a worthy decoration of international exhibitions and receive universal recognition.

The conference participants also visited the UNESCO club &quot;Ahal&ndash;Teke Horses - Ambassadors of Peace&quot;, created on the basis of the International Academy of Horse Breeding named after Aba Annaev, where they got acquainted with the history of the development of Akhal-Teke horse breeding, the achievements of Turkmen equestrian athletes at international competitions.

The participants were greatly impressed by the performance of the Galkynyş National Equestrian Games group at the Gorogly State Equestrian Circus in Arkadag, where riders on horseback, striking with their plasticity, beauty and dexterity, performed acrobatic tricks.

The certificate of inclusion of the nomination &quot;Akhal-Teke horse breeding art and traditions of horse decoration&quot; in the UNESCO Representative List of Intangible Cultural Heritage of Mankind will occupy a worthy place in the history of Turkmen horse breeding.
