On November 2, President Serdar Berdimuhamedow made a working visit to the Balkan region, where he took part in the ceremonies for laying the foundation of a urea production complex with a capacity of 1,155,000 tons per year in the Turkmenbashi district, as well as the Turkmenbashi&ndash;Garabogaz section of the Turkmenbashi&ndash;Garabogaz&ndash;Kazakhstan border highway. The Head of State also participated in the opening of a water treatment facility with a capacity of 20,000 cubic meters per day in the Esenguly district and a highway bridge across the Garabogaz Bay.

Addressing the participants of the ceremonies, the President noted that the new urea production complex is one of the major investment projects in the country. Currently, Turkmenistan operates the &ldquo;Tejenkarbamid,&rdquo; &ldquo;Marykarbamid,&rdquo; and &ldquo;Garabogazkarbamid&rdquo; plants. The new complex will also comply with international environmental standards, with construction carried out by a consortium of Mitsubishi Corporation (Japan) and Gap Inşaat (Turkey). The facility will incorporate advanced technologies from leading European and Asian companies.

The modern complex is designed to produce 2,000 tons of ammonia daily and 660,000 tons annually, which will serve as raw material for urea production. In total, the plant will produce 3,500 tons of urea per day, or 1,155,000 tons per year. Its products will also be exported abroad.

&ldquo;Today, we are also commissioning a modern highway bridge across the Garabogaz Bay. This project was implemented by Turkmen builders together with Altcom LLC,&rdquo; the President said. The total length of the bridge, built on the Turkmenbashi&ndash;Garabogaz&ndash;Kazakhstan border highway, is 354 meters, with a width of 21 meters.

Regarding the laying of the foundation for the Turkmenbashi&ndash;Garabogaz&ndash;Kazakhstan border highway, the Head of State emphasized that all necessary conditions for passengers and drivers will be provided along this modern 207-kilometer route.

Speaking about the commissioning of the seawater treatment facility with a capacity of 20,000 cubic meters per day in the Esenguly district of the Balkan region, the President highlighted that it is equipped with modern equipment from European companies.

The Head of State stressed that comprehensive work on the socio-economic development of the Balkan region is progressing successfully. Powerful industrial enterprises and social and cultural facilities are being built and commissioned in a phased manner.

Noting that construction of a modern settlement and a multifunctional solar-wind power plant in the Kizilyarvat district of the Balkan region is in its final stages, President Serdar Berdimuhamedow emphasized that work on the development of Turkmenistan&rsquo;s regions will continue.

&ldquo;Green&rdquo; education is a comprehensive approach primarily aimed at developing in younger generations the necessary knowledge, skills, abilities, values, and culture of behavior to create a sustainable society and pass the environment on to future generations in good condition. This concept involves not only teaching the fundamentals of ecology and sustainable development but also implementing environmentally friendly and energy-efficient solutions in educational institutions.

Respect for nature and the development of ecological culture are the main directions of &ldquo;green&rdquo; education. Therefore, at all levels of education, concepts related to climate change, the rational use of natural resources, and sustainable development are widely integrated. In addition to introducing specialized ecological subjects into curricula, extracurricular and mass events are regularly held.

Modernizing the educational environment, i.e., creating &ldquo;green&rdquo; schools, is also one of the important steps in this direction. &ldquo;Green&rdquo; education enables young people to increase their understanding of the environment, learn to use natural resources sparingly, and creatively solve ecological problems.

Important steps are being taken in Turkmenistan in this area. Alongside improving ecological literacy, special emphasis is placed on developing international cooperation. A clear example of such cooperation is the Memorandum signed in April of this year between the Ministry of Education of Turkmenistan and the UNICEF office in Turkmenistan regarding the joint program &ldquo;Green School.&rdquo; This program, the first of its kind in Central Asia, aims to transition participating schools to a sustainable and energy-efficient environment.

Within the framework of this program, principles of sustainable development are integrated into all aspects of educational institutions&#39; work&mdash;from interactive teaching methods to energy-saving measures.

It is also worth noting the successful implementation of the &ldquo;green&rdquo; education concept in our higher education institutions. Some of our universities have managed to enter international specialized &ldquo;green&rdquo; rankings. The most prestigious of these is the &ldquo;UI GreenMetric&rdquo; ranking created by the University of Indonesia, which evaluates universities on their work in sustainable development and environmental well-being. This ranking considers indicators such as natural resource management, energy efficiency, waste management, and the development of ecological educational programs.

According to the results of 2024, 11 higher education institutions of Turkmenistan were included in this ranking. Among them, the Oguzhan University of Engineering Technologies and the S.A. Niyazov Turkmen Agricultural University succeeded in entering the top 500 universities worldwide.

Educational reforms carried out in the country also broadly open the way for &ldquo;green&rdquo; education initiatives. New educational buildings are constructed in accordance with international ecological standards, providing young people with wide opportunities in ecological fields. For example, the new building of the Turkmen State Energy Institute opened on September 1, 2025, in the city of Mary, equipped with solar panels and a scientific-production center for &ldquo;Renewable Energy Sources,&rdquo; demonstrates the successful implementation of the country&rsquo;s &ldquo;green&rdquo; energy policy.

On October 31, Vice Prime Minister of Turkmenistan Khojamyrat Geldimyradov presented the draft State Budget for 2026 to President Serdar Berdimuhamedov at a government meeting.

At a Cabinet meeting on October 31, Deputy Chairman of the Cabinet of Ministers of Turkmenistan Batyr Amanov reported on the results of work carried out from January to October of this year to increase oil and gas production volumes and expand export routes to world markets.

Chairperson of the Mejlis Dunyagozel Gulmanova reported on the results of activities from January to October of this year. As noted, 17 legislative acts were adopted during the reporting period. In addition, amendments and additions were made to existing legal acts concerning criminal, arbitration, civil, criminal procedural, family, and labor relations, as well as tax, administrative, and production matters, automobile transport, migration, internal affairs, and customs activities. Deputy Chairman of the Cabinet of Ministers Mammethan Chakyev then reported on the results of the work carried out from January to October 2025 in the supervised sectors. The growth rate of works performed and services provided by the transport and communications complex amounted to 113 percent.

Addressing members of the Cabinet of Ministers, President Serdar Berdimuhamedov noted that every year a motto and emblem for the coming year are proclaimed and approved in Turkmenistan, reflecting the spirit of the times. In this regard, the head of state emphasized to Chairperson of the Mejlis Dunyagozel Gulmanova the importance of discussing this matter with the people and preparing proposals for determining the motto and emblem of 2026.

President Serdar Berdimuhamedov congratulated the employees of the banking system and the people of the country on the 32nd anniversary of the introduction of the national currency &ndash; the manat &ndash; which serves as a visible symbol of the growth and remarkable achievements of the national economy.

&ldquo;The introduction of the national currency created favorable conditions necessary for balanced economic growth, stabilization of monetary circulation, effective implementation of a unified state monetary policy, and the expansion of bank lending to various sectors of the economy.

The strategic directions of the monetary policy, aimed at significantly increasing the activity of the banking sector, are focused on maintaining the stability of monetary circulation and ensuring the harmonious development of the country. They are also aimed at substantially improving the living standards of the population, strengthening the competitiveness of the national economy, and creating macroeconomic conditions conducive to the coordinated integration of the banking system into international financial markets. The banking system plays an important role in achieving this crucial goal. As a key component of the market economy, it ensures the circulation of significant volumes of capital and the creation of investment sources for expanded and continuous production by involving free financial resources in economic turnover,&rdquo; the head of state emphasized.

&ldquo;In the International Year of Peace and Trust, as the country solemnly celebrates the 30th anniversary of its neutrality, effective work continues to align the legislative acts regulating banking activities in our country with international standards. To accelerate settlements and money circulation and to introduce contactless technologies that enable secure and fast payments, the scale of the electronic payment system is being expanded.

Substantial progress is also being made in mutually beneficial cooperation with reputable international financial institutions &ndash; the International Monetary Fund, the World Bank, the Asian Development Bank, the Islamic Development Bank, the European Bank for Reconstruction and Development, as well as the international rating agency Fitch Ratings. This partnership is aimed at strengthening Turkmenistan&rsquo;s international investment position and prestige and ensuring the innovative development of the banking system. At the same time, it seeks to significantly expand cooperation with international financial organizations and regional development banks, and to improve lending to economically important sectors,&rdquo; the President noted.

As Turkmenistan approaches the 30th anniversary of its permanent Neutrality, the country is actively implementing a broad energy policy. Comprehensive efforts are underway to develop the oil and gas sector and enhance its integration into the global energy system. Major projects focused on the extraction, processing, and export of hydrocarbon resources are being successfully realized.

The Balkan province is one of the richest regions in terms of oil and gas reserves. Industrial operations for the exploration and development of deposits in this area are carried out by the relevant departments of the State Concern &ldquo;Turkmennebit,&rdquo; including drilling, extraction, and overhaul divisions. Under the leadership of Arkadag Hero-Serdar, modern technologies are being widely introduced into the sector.

Turkmenistan holds leading positions globally in terms of hydrocarbon reserves. Accordingly, special attention is given to the stable development of the oil and gas complex, which is considered the backbone of the national economy.

In September of this year, the Turkmenistan Investment Forum was held in the &ldquo;Avaza&rdquo; National Tourist Zone. In the era of the Renaissance of a new epoch of a powerful state, in the International Year of Peace and Trust, each day of our Homeland &mdash; under the leadership of the Hero Arkadag and his worthy successor, the Arkadagly Hero Serdar &mdash; is filled with glorious events, celebrations, and festivities.

The esteemed President pays special attention to the dynamic development of the oil and gas sector &mdash; one of the key branches of the national economy, along with other industries. Significant investments are being made in this sector, and oil and gas production on Turkmenistan&rsquo;s fertile land is steadily increasing. Our valiant oil workers dedicate labor achievements as gifts to all national holidays.

During the celebration of the 30th anniversary of our Neutrality, we witnessed another joyful event. The esteemed President presented the Cementing Department of the &quot;Nebitgazburawla&yacute;yş&quot; Trust of the &quot;T&uuml;rkmennebit&quot; State Concern with 30 cementing units manufactured in the United Arab Emirates. This generous gift brought immense joy and inspiration to all workers. The new equipment will significantly contribute to the growth of production performance in the future.

The Cementing Department is a specialized production unit operating on a self-supporting basis. Its activities are continuous and directly related to oil and gas production. As a &quot;contractor,&quot; the department carries out work at oil and gas wells under the management of clients, within the framework of their production plans, using cementing units.

At the department&#39;s production sites, the following works are carried out: cementing of conductor, surface, intermediate, and production casing strings; installation of cement bridges and oil baths during drilling and well repair; pressure testing of casing strings for tightness; formation testing and well stimulation using compressors; cement loading and transportation; laboratory analysis to verify cement slurry density; and other operations.

All necessary conditions and opportunities for the effective work of oil workers have been created in the country. On behalf of all our valiant oil workers, we express our sincere gratitude to the National Leader of the Turkmen people and the Esteemed President.

On October 28, The Gulf Observer news agency and the Gulf Observer Research Forum think tank, in cooperation with the Embassy of Turkmenistan in Pakistan, organized a round table dedicated to the 30th anniversary of Turkmenistan&rsquo;s neutrality.

The event was attended by UN Resident Coordinator in Pakistan Mohamed Yahya, prominent Pakistani journalists and experts, as well as representatives of several Pakistani think tanks and news agencies. A round table dedicated to Turkmenistan’s neutrality held in Islamabad

On October 30, a solemn event dedicated to the International Year of Peace and Trust and the 30th anniversary of Turkmenistan&rsquo;s permanent neutrality was held at the Consulate of Turkmenistan in the city of Aktau.

In his speech, Consul of Turkmenistan Meretdurdy Abdullaev emphasized that Turkmenistan&rsquo;s status of permanent neutrality, recognized three times by the UN General Assembly, is one of the most significant achievements of the independent state and a symbol of its peace-loving foreign policy. Over the past three decades, neutrality has become an integral part of the national identity, contributing to the strengthening of peace, stability, and good-neighborly relations.

Speakers highlighted the significant progress achieved by the country under the leadership of the President of Turkmenistan in the political, economic, cultural, and social spheres. An event dedicated to the 30th anniversary of Turkmenistan’s neutrality held in Aktau

As part of a visit to the Republic of Lithuania, a meeting took place on October 29 between Deputy Minister of Foreign Affairs of Turkmenistan, Ahmet Gurbanov, and his Lithuanian counterpart, Vidmantas Verbitskas.

During the meeting, the parties discussed the current state and prospects for the development of bilateral relations in the political-diplomatic, trade-economic, and cultural-humanitarian spheres.

The diplomats reviewed opportunities for organizing mutual high-level and top-level visits, which play a key role in further strengthening interstate cooperation.

The need to enhance inter-parliamentary dialogue was emphasized. In this regard, the sides discussed the possibility of holding the first meeting of the Turkmen-Lithuanian Interparliamentary Friendship Group.

The meeting also addressed issues related to expanding transport connectivity between the two countries. In this context, the Lithuanian side expressed its interest in developing cooperation with Turkmenistan in the transport and logistics sector.

Lithuania is interested in developing partnership with Turkmenistan in the transport and logistics sector

A large-scale International Conference and Exhibition &ldquo;Development of the Construction, Industrial, Chemical, and Energy Sectors of Turkmenistan&rdquo; (CIET 2025) will take place in the Avaza National Tourist Zone on November 3&ndash;4.

The program promises to be a synthesis of innovation, strategic dialogue, and practical solutions, bringing together representatives from 56 countries &mdash; including ministers, executives of transnational corporations, international financial institutions, research centers, and media outlets. Registration has already closed, with over 800 delegates confirming their participation.

Participants will discuss topics such as sustainable investment and international cooperation, digital transformation in the construction and industrial sectors, the implementation of energy-efficient and climate-neutral technologies, the development of public-private partnerships (PPP), as well as workforce training and the enhancement of the country&rsquo;s scientific and technical potential.

Representatives from 56 countries will gather in Turkmenistan on November 3 for CIET 2025

On October 28, 2025, the fourth Meeting of the Ministers of Internal Affairs of the Economic Cooperation Organization (ECO) was held in Tehran, the capital of the Islamic Republic of Iran. The delegation of Turkmenistan, headed by the Minister of Internal Affairs Muhammet Hydyrov participated in the meeting.

The opening ceremony was attended by the President of the Islamic Republic of Iran Masoud Pezeshkian. The Secretary-General of the ECO, the Ministers of Internal Affairs of the member states of the Organization, their deputies, and representatives took part in the fourth meeting.

During the session, the Minister of Internal Affairs of Turkmenistan delivered a speech in which he highlighted the strengthening of cooperation within the framework of the Organization, including the exchange of experience, assurance of internal security, and other matters related to the activities of the Ministry of Internal Affairs of Turkmenistan.

During the visit, the head of the Turkmen delegation held meetings with the Minister of Internal Affairs of the Islamic Republic of Iran Eskandar Momeni, the Commander-in-Chief of the Police Forces Ahmad Reza Radan, the Minister of Justice Amin Hossein Rahimi, the Deputy Minister of Internal Affairs of the Republic of T&uuml;rkiye M&uuml;nir Karaloğlu and the Secretary-General of the ECO Asad Majid Khan.
