On December 6, during an extended meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov signed a Decree pardoning 231 citizens on the occasion of the International Day of Neutrality.

Secretary of the State Security Council, Chairperson of the Commission for Preparing Proposals on Citizenship and Pardon under the President of Turkmenistan, Begench Gundogdyev, was instructed to take the necessary measures, together with the heads of law enforcement agencies, to ensure that all those released from places of detention return to their families in the near future.

The President of Turkmenistan wished the pardoned citizens to work conscientiously, serve the Motherland, and enjoy the fruits of their honest labor.

On December 6, a reporting meeting was held at the Central Building of the Oil and Gas Complex of Turkmenistan to discuss the performance of sectoral enterprises for the eleven months of the current year, the International Year of Peace and Trust. At the meeting, the objectives, set before the country&rsquo;s oil and gas sector by President Serdar Berdimuhamedov at the sitting of the Cabinet of Ministers of Turkmenistan, held via the digital system on December 5, which had summed up the performance of all economic sectors and considered specific ways to further advance work in this area, were discussed.

Opening the meeting, Deputy Prime Minister Batyr Amanov emphasized President Berdimuhamedov was creating every opportunity to modernize the material and technical infrastructure and to sustainably develop the oil and gas industry, noting that the important tasks had been assigned to the industry. Deputy Prime Minister Batyr Amanov set important tasks before the T&uuml;rkmengaz and T&uuml;rkmennebit State Concerns and the T&uuml;rkmengeologi&yacute;a State Corporation, noting the importance of the ongoing monitoring of major projects in the country&rsquo;s oil and gas sector, the widespread introduction of modern technologies in the sector, the proper implementation of production plans and careful preparation for the forthcoming festive celebrations marking International Neutrality Day, the Day of Oil and Gas Industry and Geology Workers and the New Year&rsquo;s Day.

On December 6, President Serdar Berdimuhamedov held an extended meeting of the Cabinet of Ministers with the participation of heads of Turkmenistan&rsquo;s diplomatic missions and consular offices abroad, as well as representatives of our country at international organizations. The agenda focused on priority issues of the foreign policy pursued by the neutral Motherland on the world stage.

During the meeting, the Head of State signed a Decree pardoning 231 citizens on the occasion of the International Day of Neutrality. The Chairperson of the Commission was instructed, together with the heads of law enforcement agencies, to take the necessary measures to ensure that all those released from places of detention return to their families in the near future.

Addressing the meeting participants, the President noted that today the results of the work carried out in the field of Turkmenistan&rsquo;s international cooperation will be summarized, and the current aspects of the country&rsquo;s foreign policy and priority tasks in this area for the coming year will be outlined.

Then the floor was given to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs Rashid Meredov, who emphasized that the initiatives and proposals voiced by the Head of State at the plenary session of the 80th session of the UN General Assembly are aimed at enriching Turkmenistan&rsquo;s international cooperation with qualitatively new content. In this context, it was noted that Turkmen diplomats will make every effort to implement them in practice, actively interacting with the UN and other international structures.

On behalf of the members of the diplomatic corps, the Deputy Prime Minister and head of the MFA expressed deep gratitude to the President of Turkmenistan for comprehensive support to the Service, particularly for the opportunities created for effective work, for the improvement of its organizational, legal, financial, and material-technical base, and for the constant support in enhancing the working and living conditions of employees.

Addressing the meeting participants, President Serdar Berdimuhamedov emphasized that a large number of international events are planned for the upcoming year. In 2026, the country will solemnly celebrate its main holiday &mdash; the 35th anniversary of sacred independence &mdash; and the 8th Consultative Meeting of the Heads of State of Central Asia will take place. At the same time, next year Turkmenistan will chair the Commonwealth of Independent States, and the next meeting of the CIS Council of Heads of State will be held in our country.

The Head of State then signed a Resolution on financial issues of Turkmenistan&rsquo;s diplomatic service, as well as documents on awarding citizens of the country and foreign nationals with the jubilee medal &ldquo;T&uuml;rkmenistanyň Bitaraplygynyň 30 &yacute;yllygyna&rdquo; and a commemorative badge.

Next, the floor was given to the Permanent Representative of Turkmenistan to the United Nations, Hero of Turkmenistan Aysoltan Ataeva, who highlighted an important event of 2025 &mdash; the participation of the Head of State in September in the high-level plenary session of the 80th UN General Assembly.

The Permanent Representative reported on the steps taken to implement in practice the initiatives put forward by the President. The President particularly emphasized the importance of dialogue with neighboring states. Turkmenistan will continue to strengthen relations based on friendship, good-neighborliness, and mutual respect with the countries of Central Asia and the Caspian region.

On economic cooperation 
Close partnership with the member states of the Economic Cooperation Organization (ECO) will continue. Economic, energy, transport, and communication spheres remain in focus.

On expanding the geography of partnerships 
Turkmenistan plans to significantly expand its engagement with the countries of South Asia, the Middle East, and the Asia-Pacific region. The Head of State noted that these regions demonstrate significant economic and technological progress and show great interest in cooperation with Ashgabat.

On December 5, at a meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov signed a Decree on declaring December 11&ndash;13, 2025, as non-working days.

The document was signed in order to create favorable conditions for the country&#39;s population for the solemn celebration of the International Day of Neutrality and proper rest on the occasion of the glorious 30th anniversary of Turkmenistan&rsquo;s acquisition of the status of permanent neutrality.

President of Turkmenistan signs Decree declaring December 11–13 non-working days

Deputy Chairman of the Cabinet of Ministers of Turkmenistan Hojamyrat Geldimyradov reported on macroeconomic indicators for the eleven months of the current year at a government meeting on December 5.

As reported, during the designated period, the GDP growth rate reached 6.3 percent, including 1.7 percent in the industrial sector, 8.1 percent in construction, 10 percent in the transport and communications complex, 9.7 percent in trade, 7 percent in agriculture, and 7.4 percent in the service sector.

Following the results of eleven months of this year, the revenue part of the State Budget was executed at 100.5 percent, and the expenditure part &ndash; at the level of 97.6 percent.

Wages in large and medium-sized enterprises of the country are 11.9 percent higher compared to the corresponding period of 2024. Wages, pensions, state benefits, and student scholarships were financed in a timely manner.

Compared to the same period of last year, the volume of capital investments utilized from all sources of financing is 2.8 percent higher.

Having heard the report, President Serdar Berdimuhamedov focused attention on the importance of further improving the activities of the economic, financial, and banking complexes. The Head of State also instructed the Deputy Prime Minister to keep under strict control the payment of wages to employees of all institutions and enterprises, regardless of the form of ownership, by December 20 and to submit a report on the results of the work carried out.

Positive macroeconomic indicators achieved in Turkmenistan over 11 months

On December 5, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via a digital system. The results of the work carried out in the country over the eleven months of this year were summed up at the meeting.

Chairperson of the Mejlis Dunyagozel Gulmanova reported on the results of the work carried out in January&ndash;November of this year, guided by the tasks set to improve national legislation and draft new laws. As noted, during this period, 27 Laws of Turkmenistan and 20 resolutions of the Mejlis were adopted.

The role of Artificial Intelligence in modern development processes

On December 3, the Minister of Foreign Affairs of Turkmenistan, Rashid Meredov, held a telephone conversation with the Minister of Foreign Affairs and International Cooperation of the Federal Republic of Somalia, Abdisalam Abdi Ali.

The parties discussed cooperation between the two countries within international organizations, primarily within the United Nations. They noted the similarity of Turkmenistan&rsquo;s and Somalia&rsquo;s approaches to issues of global peace and sustainable development.

Turkmenistan and Somalia highlighted similar approaches to global peace and sustainable development

The Ambassador of Turkmenistan to the United Arab Emirates, Bayram Bayramov, presented his credentials to the President of the United Arab Emirates, Sheikh Mohammed bin Zayed Al Nahyan, on December 1 at the Qasr Al Watan Palace in Abu Dhabi.

The President congratulated the diplomat on his appointment to this responsible post and wished him success in further strengthening bilateral cooperation.

They also discussed the participation of a UAE delegation in the International Forum dedicated to the International Year of Peace and Trust, the International Day of Neutrality, and the 30th anniversary of Turkmenistan&rsquo;s permanent Neutrality. The Ambassador conveyed an official invitation to the President of the UAE to visit Turkmenistan.

Ambassador of Turkmenistan presented his credentials to the President of the UAE

The first scientific research center in Central Asia has opened in Turkmenistan, under the auspices of the State Institute of Physical Culture and Sports. The center utilizes equipment similar to that used in the Olympic academies of the United States, Germany, and Japan.

The complex is equipped with Italian BOD POD and Cosmed systems for analyzing athletes&#39; body composition.

The center serves two purposes: preparing national teams for international competitions and training specialists in sports medicine, biomechanics, and psychology.

A scientific research center for training Olympians opens in Ashgabat

A gala reception dedicated to Romania&#39;s National Day was held in Ashgabat on December 1. Turkmenistan&#39;s Minister of Finance and Economy, Mammetguly Astanagulov, highlighted the significant experience of mutually beneficial partnership accumulated between Turkmenistan and Romania over 33 years.

As noted, the Joint Turkmen-Romanian Intergovernmental Commission on Economic, Scientific, and Technical Cooperation and the Turkmen-Romanian Working Groups in Energy and Transport play an important role in developing cooperation.

Astanagulov emphasized that the parties&#39; shared commitment to developing various cooperation mechanisms facilitates the effective implementation of joint projects in priority sectors, including energy, industry, transport, agriculture, tourism, and humanitarian affairs.

Turkmenistan prepares for Neutrality Day

On December 3, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, held a regular meeting of the State Security Council. The meeting reviewed the performance of the country&#39;s military and law enforcement agencies for the eleven months of this year.

Important issues related to ensuring security and peace in our independent state, strengthening the material and technical base of the military and law enforcement agencies, and further improving their operations were also discussed in detail.

Addressing the members of the State Security Council, President Serdar Berdimuhamedov emphasized the need to maintain a very high level of public order and security during the festive celebrations and international events dedicated to the glorious 30th anniversary of Turkmenistan&#39;s permanent neutrality, as well as International Neutrality Day. Furthermore, the Head of State gave relevant instructions to the heads of the military and law enforcement agencies, given the approaching New Year. The President emphasized that, in accordance with the fundamental requirements of Turkmenistan&#39;s Military Doctrine, which is defensive in nature, work is being consistently carried out to ensure the military security and integrity of our independent, permanently neutral state, strengthen the country&#39;s defense capability, and improve the social and living conditions of the defenders of the Fatherland and their families, and this work will continue in the future.

During the meeting, the Supreme Commander-in-Chief of the Armed Forces signed decrees and a resolution on the appointment and dismissal of prosecutors.

The Supreme Commander-in-Chief also signed a decree on the appointment and dismissal of judges of the courts of Turkmenistan and the assignment of qualification classes to them.

Turkmenistan held a regular meeting of the State Security Council

A group of Turkmen-Kazakh specialists in hydrological monitoring and rescue operations conducted field research on the Amu Darya River near the Kerki gauging station (Lebap velayat). The purpose of the field trip was to familiarize themselves with the transboundary early warning system and identify locations for future GIS studies.

On site, in the Kerki district, the group confirmed sites for pilot hydrological surveys, which will be conducted until 2028. The main goal of the project is to improve the Central Asian system of mutual early warning for hydrological situations and identify potential risks.

The plan involves installing automated monitoring stations at gauging stations with satellite internet connections and developing effective public warning measures, including siren and voice alarm systems and mobile apps.

President Serdar Berdimuhamedov sent his deepest condolences to the President of the Democratic Socialist Republic of Sri Lanka, Anura Kumar Dissanayake, in connection with the floods in the country caused by heavy rains, which resulted in numerous casualties, injuries, and destruction.
