Vice President for Medical Affairs of the Charity Fund of Turkmenistan Held Important Meetings with Representatives of Several Countries

On November 10, the International Conference &ldquo;The Role of Women in Modern Society: Developing International Cooperation on the Path to Achieving the Sustainable Development Goals&rdquo; was held in the &ldquo;Avaza&rdquo; National Tourist Zone. The event was organized by the Government of Turkmenistan and the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, in cooperation with the United Nations.

After the official group photo ceremony, participants of the International Conference toured an exhibition organized to mark this significant event in the life of the country. The exhibition showcased Turkmenistan&rsquo;s achievements and successes in foreign policy over the past 30 years.

Conference on the role of women in modern society held in “Avaza”

A large-scale exhibition of Turkmenistan&rsquo;s economic achievements, dedicated to the 30th anniversary of the country&rsquo;s permanent neutrality, will take place in Ashgabat on December 11 and 12.

The venue at the Chamber of Commerce and Industry will showcase the capabilities of national industries, which will further stimulate entrepreneurship and deepen international cooperation.

On December 9, a ceremony was held in the National Tourist Zone &ldquo;Avaza&rdquo; to mark the opening of a branch of the Charity Fund named after Gurbanguly Berdimuhamedov, which provides assistance to children in need of guardianship. The new branch of the Fund will serve as a coordination center for organizing charitable and cultural events, as well as medical consultations for children.

At the ceremony, Oguldzahan Atabaeva, Vice President for Medical Activities of the Charity Fund, spoke about the significance of this historic event. She expressed strong confidence that it would become a worthy gift for the 30th anniversary of Turkmenistan&rsquo;s neutrality, coinciding with the International Year of Peace and Trust. Opening of a Branch of the Turkmenistan Charity Fund in Avaza

The 116th Session of the International Organization for Migration (IOM) Council opened in Geneva on December 8. The delegation of Turkmenistan, headed by Deputy Chairman of the State Migration Service Dowran Bayramov, is taking part in the session.

In his speech, Dowran Bayramov outlined Turkmenistan&rsquo;s position on key issues of migration policy, emphasizing the need for coordinated international cooperation and a comprehensive approach to managing migration processes. He highlighted the importance of integrating global framework documents &mdash; including the 2030 Agenda and the Global Compacts on Migration and Refugees &mdash; into national development strategies.

Independent, permanently neutral Turkmenistan, successfully implementing its foreign policy based on the principles of its permanently neutral status, which has been recognized three times by the United Nations, continues to strengthen effective cooperation in the interests of universal well-being. Turkmenistan also actively promotes important initiatives aimed at ensuring peace and trust in the international arena through dialogue. Indeed, our permanent neutrality, the 30th anniversary of which is being widely celebrated, is an enduring and sacred value of our people&mdash;a doctrine that affirms peaceful life, friendship among nations, humanism, mutually beneficial cooperation, and development throughout the world.

As is well known, the proclamation by the UN General Assembly of the year 2025 as the &ldquo;International Year of Peace and Trust&rdquo; became a high recognition of our country&rsquo;s significant contribution to strengthening global peace, trust, and security. The fact that this remarkable year coincides with the 80th anniversary of the founding of the UN and the 30th anniversary of the recognition of our permanent neutrality carries profound significance. Today, Turkmen neutrality acts as a factor that positively influences the encouragement of cooperation between states and international organizations in addressing pressing global issues. Our country advances the philosophy of &ldquo;Dialogue is the guarantee of peace&rdquo; in interstate relations and diplomacy. Indeed, the culture of dialogue, and the readiness and ability to build relations on the principles of mutual respect and equality, are among the most important tools for ensuring peace and sustainable development today. From this perspective, our Homeland&rsquo;s attainment of permanent neutral status is a historic event of great importance. Neutrality of Turkmenistan – Great value for Humanity

On December 8, a meeting was held in Ashgabat between Deputy Minister of Foreign Affairs of Turkmenistan Ahmet Gurbanov and the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to Turkmenistan (with residence in Tashkent), Girts Jaunzems. At the beginning of the meeting, the Ambassador presented copies of his credentials.

Congratulating the Ambassador on his appointment to this responsible post, the Turkmen side expressed its readiness to provide the diplomat with comprehensive assistance and support in his activities aimed at strengthening bilateral cooperation.

During the talks, the parties discussed the current state and prospects for developing cooperation between Turkmenistan and Latvia in areas of mutual interest.

President of Turkmenistan Dedicates New Book to the Results of 2025

On December 6, during an extended meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov signed a Decree pardoning 231 citizens on the occasion of the International Day of Neutrality.

Secretary of the State Security Council, Chairperson of the Commission for Preparing Proposals on Citizenship and Pardon under the President of Turkmenistan, Begench Gundogdyev, was instructed to take the necessary measures, together with the heads of law enforcement agencies, to ensure that all those released from places of detention return to their families in the near future.

The President of Turkmenistan wished the pardoned citizens to work conscientiously, serve the Motherland, and enjoy the fruits of their honest labor.

231 citizens pardoned in Turkmenistan in honor of the 30th anniversary of Neutrality

On December 6, a reporting meeting was held at the Central Building of the Oil and Gas Complex of Turkmenistan to discuss the performance of sectoral enterprises for the eleven months of the current year, the International Year of Peace and Trust. At the meeting, the objectives, set before the country&rsquo;s oil and gas sector by President Serdar Berdimuhamedov at the sitting of the Cabinet of Ministers of Turkmenistan, held via the digital system on December 5, which had summed up the performance of all economic sectors and considered specific ways to further advance work in this area, were discussed.

Opening the meeting, Deputy Prime Minister Batyr Amanov emphasized President Berdimuhamedov was creating every opportunity to modernize the material and technical infrastructure and to sustainably develop the oil and gas industry, noting that the important tasks had been assigned to the industry. During the meeting, reports on the results of the work performed were presented by the State Minister of Turkmenistan &ndash; Chairman of the T&uuml;rkmengaz State Concern Maksat Babayev, the Chairman of the T&uuml;rkmennebit State Concern Guvanch Agajanov, the Chairman of the T&uuml;rkmengeologi&yacute;a State Corporation Gurbangeldy Garliyev and heads of associations, directorates, organizations and enterprises of the complex. The presentations included information on the production of oil, gas condensate and liquefied gas in the country, the intensification of work at the Galkynyş gas field, the accelerated continuation of work on the construction of the main section of the TAPI gas pipeline along the Serhetabat&ndash;Herat route, called &ldquo;Arkadagyň ak &yacute;oly&rdquo;, the modernization of the digital system in the operation of the complex, the organization and strict control of the uninterrupted operation of industrial facilities in the winter, the improvement of the supply of natural gas to populated areas, an increase in gas and oil production, the acceleration of the pace of construction work, the further development of international cooperation in the industry and other key areas.

Deputy Prime Minister Batyr Amanov set important tasks before the T&uuml;rkmengaz and T&uuml;rkmennebit State Concerns and the T&uuml;rkmengeologi&yacute;a State Corporation, noting the importance of the ongoing monitoring of major projects in the country&rsquo;s oil and gas sector, the widespread introduction of modern technologies in the sector, the proper implementation of production plans and careful preparation for the forthcoming festive celebrations marking International Neutrality Day, the Day of Oil and Gas Industry and Geology Workers and the New Year&rsquo;s Day.

Deputy Prime Minister Batyr Amanov wished the employees of the complex every success in completing the outgoing year with high production results and in effectively achieving the objectives set by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov and the President of Turkmenistan Serdar Berdimuhamedov for the development of the oil and gas industry.

The results of the activities of the fuel and energy sector for the eleven months of 2025 summed up at an industry meeting

On December 6, President Serdar Berdimuhamedov held an extended meeting of the Cabinet of Ministers with the participation of heads of Turkmenistan&rsquo;s diplomatic missions and consular offices abroad, as well as representatives of our country at international organizations. The agenda focused on priority issues of the foreign policy pursued by the neutral Motherland on the world stage.

During the meeting, the Head of State signed a Decree pardoning 231 citizens on the occasion of the International Day of Neutrality. The Chairperson of the Commission was instructed, together with the heads of law enforcement agencies, to take the necessary measures to ensure that all those released from places of detention return to their families in the near future.

Addressing the meeting participants, the President noted that today the results of the work carried out in the field of Turkmenistan&rsquo;s international cooperation will be summarized, and the current aspects of the country&rsquo;s foreign policy and priority tasks in this area for the coming year will be outlined.

Then the floor was given to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs Rashid Meredov, who emphasized that the initiatives and proposals voiced by the Head of State at the plenary session of the 80th session of the UN General Assembly are aimed at enriching Turkmenistan&rsquo;s international cooperation with qualitatively new content. In this context, it was noted that Turkmen diplomats will make every effort to implement them in practice, actively interacting with the UN and other international structures.

On behalf of the members of the diplomatic corps, the Deputy Prime Minister and head of the MFA expressed deep gratitude to the President of Turkmenistan for comprehensive support to the Service, particularly for the opportunities created for effective work, for the improvement of its organizational, legal, financial, and material-technical base, and for the constant support in enhancing the working and living conditions of employees.

Addressing the meeting participants, President Serdar Berdimuhamedov emphasized that a large number of international events are planned for the upcoming year. In 2026, the country will solemnly celebrate its main holiday &mdash; the 35th anniversary of sacred independence &mdash; and the 8th Consultative Meeting of the Heads of State of Central Asia will take place. At the same time, next year Turkmenistan will chair the Commonwealth of Independent States, and the next meeting of the CIS Council of Heads of State will be held in our country.

The Head of State then signed a Resolution on financial issues of Turkmenistan&rsquo;s diplomatic service, as well as documents on awarding citizens of the country and foreign nationals with the jubilee medal &ldquo;T&uuml;rkmenistanyň Bitaraplygynyň 30 &yacute;yllygyna&rdquo; and a commemorative badge.

Next, the floor was given to the Permanent Representative of Turkmenistan to the United Nations, Hero of Turkmenistan Aysoltan Ataeva, who highlighted an important event of 2025 &mdash; the participation of the Head of State in September in the high-level plenary session of the 80th UN General Assembly.

The Permanent Representative reported on the steps taken to implement in practice the initiatives put forward by the President. Work is being carried out to realize the internationally significant proposals of the Head of State, aimed at strengthening peace and security and achieving sustainable development.

Respect of the International Community

The Head of State emphasized that the upcoming representative Forum of the International Year of Peace and Trust in Ashgabat will play an important role in strengthening Turkmenistan&rsquo;s international authority. It is expected that the Forum will not only demonstrate Turkmenistan&rsquo;s status as a peace-loving state, but also serve as clear evidence of the international community&rsquo;s respect for the Turkmen people and the country&rsquo;s policy of positive neutrality.

President Serdar Berdimuhamedov noted that all these events vividly reflect the country&rsquo;s foreign policy and highlight the importance of efforts aimed at maintaining global peace, sustainable development, and expanding dialogue based on trust. In this regard, he underlined the importance of further effective expansion of cooperation with international organizations.

Foreign policy priorities for 2026

The foreign policy concept of neutral Turkmenistan remains broad and multi-vector. Next year, the country intends to significantly expand cooperation both bilaterally and multilaterally. The key directions include:

On dialogue with neighbors 
The President particularly emphasized the importance of dialogue with neighboring states. Turkmenistan will continue to strengthen relations based on friendship, good-neighborliness, and mutual respect with the countries of Central Asia and the Caspian region.

On economic cooperation 
Close partnership with the member states of the Economic Cooperation Organization (ECO) will continue. Economic, energy, transport, and communication spheres remain in focus.

On expanding the geography of partnerships 
Turkmenistan plans to significantly expand its engagement with the countries of South Asia, the Middle East, and the Asia-Pacific region. The Head of State noted that these regions demonstrate significant economic and technological progress and show great interest in cooperation with Ashgabat.

Thus, Turkmenistan is confidently entering a new period guided by the principles of positive neutrality and actively contributing to the strengthening of international dialogue and global security.

Independent Turkmenistan will continue to purposefully advance the doctrine of peacefulness and neutrality on the global stage

On December 5, at a meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov signed a Decree on declaring December 11&ndash;13, 2025, as non-working days.

The document was signed in order to create favorable conditions for the country&#39;s population for the solemn celebration of the International Day of Neutrality and proper rest on the occasion of the glorious 30th anniversary of Turkmenistan&rsquo;s acquisition of the status of permanent neutrality.

The Head of State instructed all agencies, enterprises, and organizations, regardless of the form of ownership, to ensure the execution of this Decree.

President of Turkmenistan signs Decree declaring December 11–13 non-working days

Deputy Chairman of the Cabinet of Ministers of Turkmenistan Hojamyrat Geldimyradov reported on macroeconomic indicators for the eleven months of the current year at a government meeting on December 5.

As reported, during the designated period, the GDP growth rate reached 6.3 percent, including 1.7 percent in the industrial sector, 8.1 percent in construction, 10 percent in the transport and communications complex, 9.7 percent in trade, 7 percent in agriculture, and 7.4 percent in the service sector.

Following the results of eleven months of this year, the revenue part of the State Budget was executed at 100.5 percent, and the expenditure part &ndash; at the level of 97.6 percent.

Wages in large and medium-sized enterprises of the country are 11.9 percent higher compared to the corresponding period of 2024. Wages, pensions, state benefits, and student scholarships were financed in a timely manner.

Compared to the same period of last year, the volume of capital investments utilized from all sources of financing is 2.8 percent higher.

Having heard the report, President Serdar Berdimuhamedov focused attention on the importance of further improving the activities of the economic, financial, and banking complexes. The Head of State also instructed the Deputy Prime Minister to keep under strict control the payment of wages to employees of all institutions and enterprises, regardless of the form of ownership, by December 20 and to submit a report on the results of the work carried out.
