A solemn conference dedicated to the memory of the outstanding teacher, officer and historian-methodologist was held in the House of Culture of the military unit No. 1001 named after Myalikguly Berdimuhamedov of the Ministry of Internal Affairs of Turkmenistan. The participants of the event were military personnel and employees of law enforcement agencies, cadets, representatives of public organizations and veterans of the internal affairs bodies.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan Rashid Meredov presented to President Serdar Berdimuhamedov a report on the work being done to further develop the country&#39;s multi-vector cooperation with the United Nations Educational, Scientific and Cultural Organization (UNESCO) at a government meeting.

At the initiative of our country, the first Caspian Economic Forum was held in the Avaza National Tourist Zone on August 12, 2019. This event, aimed at expanding trade and economic ties between the littoral states, made it possible to identify new areas of partnership of mutual interest in all segments of the economy. New significant proposals for the continuation and constructive development of cooperation between the Caspian states were voiced during the sixth Caspian Summit, organized at a high level in Ashgabat in 2022,&rdquo; the President noted.

&ldquo;In September 2023, Turkmenistan, on the sidelines of the 78th session of the United Nations General Assembly, made a proposal to create a &ldquo;Caspian Environmental Initiative&rdquo;. The Third UN Conference on Landlocked Developing Countries was successfully held in the Avaza National Tourist Zone from August 5 to 8, 2025.

On 8 August, the closing plenary session of the Third United Nations Conference on Landlocked Developing Countries was held, bringing together high-level officials from LLDCs, international organizations, as well as representatives of the private sector and civil society.

The agenda included a review of the results of the forums and high-level roundtable meetings held within the framework of the international Conference, as well as consideration of the draft Avaza Political Declaration and the announcement of the Avaza Action Programme.

One of the first topics of discussion was the reports on the results of thematic round tables devoted to such issues as simplification of trade operations, modernization of transport and energy infrastructure, attracting investment, adaptation to climate change, high technology and innovation.

As noted, the interactive format of the meetings facilitated the exchange of experience and the development of specific recommendations aimed at the economic development of landlocked developing countries. During the discussion, the speakers noted the need to strengthen partnerships, use financial resources and exchange technologies to address the problems existing in the LLDCs. The participants of the meeting, noting that they agree with the provisions of the Declaration, emphasized the importance of civil society participation in its practical implementation, which is a key condition for achieving sustainable results.

Then, in accordance with the agenda of the meeting, the Conference report was approved, which sets out the main results and recommendations of the Third UN Conference on Landlocked Developing Countries. As was emphasized, the document demonstrates a high level of cooperation and solidarity between countries and is intended to become an important tool in monitoring and evaluating the implementation of the Avaza Action Program. In this context, confidence was expressed that the results of the Conference will be actively used in national development strategies.

The final part of the meeting was devoted to the closing of the Conference. Representatives of states and international organizations in their speeches expressed gratitude to the Turkmen side for the high level of organization of the event. The Third UN Conference on Landlocked Developing Countries has become an important step towards strengthening international partnership and developing strategies for the sustainable development of LLDCs, the meeting participants emphasized, noting that the joint efforts of states, international partners and the private sector will contribute to the achievement of the Sustainable Development Goals.

In her speech, UN Under-Secretary-General, High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States Rabab Fatima expressed gratitude to the Government and people of Turkmenistan for the hospitality and high level of organization of the Conference and thanked President Serdar Berdimuhamedov for his personal participation in the opening of the Forum and the conditions created to ensure its success.

&ldquo;The conference opens up new opportunities for landlocked developing countries,&rdquo; continued Rabab Fatima, noting that the Awaza Programme of Action and the Awaza Political Declaration identify specific measures and solutions to ensure sustainable growth for these countries.

The UN Deputy Secretary-General also confirmed the readiness of the United Nations to continue cooperation with international and regional organizations and other stakeholders to achieve concrete results of the Programme and expressed gratitude to all participants of the Forum.

As the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan noted, during the Conference, landlocked developing countries demonstrated that through political will, multilateral cooperation and shared responsibility, they can overcome geographical barriers and become the driving force of regional and global development.

As noted, the two important documents announced today are intended to become a Roadmap for the coming decade. The Avaza Action Programme for 2024&ndash;2034, along with specific measures to modernize the transport and transit system, diversify economies, intensify digital transformation, increase resilience to climate change, and attract investment, provides for the creation of a platform for inclusive and sustainable development in all landlocked developing countries.

The Avaza Political Declaration, as an expression of unity and solidarity, reaffirms the shared commitment to the implementation of the 2030 Agenda, promoting multilateral partnerships and ensuring the full integration of landlocked developing countries into the global economy.

As noted, Turkmenistan, as the host country of the Conference, expresses its gratitude to the United Nations, Member States and agencies, regional commissions, international financial institutions, civil society, youth and representatives of the private sector for their contribution and cooperation in holding the Conference.

Summing up the meeting, the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan, called on the Forum participants to move forward in the name of implementing common commitments into concrete achievements for the benefit of all peoples and future generations, to promote development through partnership and to build a more inclusive and sustainable future.

Expressing confidence that the agreements reached and documents adopted will serve as a solid basis for further joint action, the meeting participants confirmed their commitment to further cooperation for the practical implementation of the Forum&rsquo;s decisions and recommendations.

The announcement of the official closure of the Third UN Conference on Landlocked Developing Countries at the final plenary session marked the beginning of a new phase in the implementation of the Avaza Agenda for Action at the national and global levels.

Overall, the Conference became an important event in international cooperation. Neutral Turkmenistan provided an effective platform for discussing topical issues related to developing countries that do not have access to the sea, and the legal status of neutrality of our Fatherland contributed to the development of dialogue between the participants in an atmosphere of trust and openness.

At the plenary session of the Third UN Conference on Landlocked Developing Countries, a general debate was held in the Avaza National Tourist Zone.

Participants at the event &ndash; representatives of governments, international organizations, the private sector and civil society &ndash; emphasized the need for a comprehensive and coordinated approach to addressing the challenges faced by LLDCs. The debates identified specific goals and initiatives to improve the effectiveness of ongoing programs and expand partnerships at the regional and global levels.

The issues discussed at the plenary session included the development of transport infrastructure and the creation of modern transport corridors. As noted, optimization of the specialized sphere is the main factor in minimizing logistical barriers, increasing trade volumes and the competitiveness of the innovative economy. Particular attention was paid to the modernization of railway and automobile routes, the development of port infrastructure and the introduction of innovative technologies in the transport sector. In this regard, examples were given of the successful implementation of large infrastructure projects that improved the interconnectivity of regional markets and brought them closer together.

During the discussions, the need to attract capital investment in the transport segment was emphasized. Those gathered noted that effective infrastructure development is not limited to the construction of new facilities, it also requires the modernization of existing ones, maintaining their resistance to climate change and other risks.

The main issues brought up for discussion included improving logistics systems and strengthening trade partnerships to increase the openness of trade operations. As noted, constructive interstate relations help reduce freight transportation times and strengthen trust between partners. In this regard, joint initiatives to harmonize customs procedures are of particular importance.

The session participants also discussed the prospects for creating regional logistics centers to improve the quality of services. As was emphasized, increasing cooperation involves not only the participation of government agencies, but also requires the active involvement of the private sector and international organizations.

Today, digital trade and innovative technologies play a decisive role in the development of the RSNVM. Participants in the plenary session noted that the development of a corresponding digital system allows for the expansion of electronic platforms, the development of electronic commerce and the introduction of high technologies, which in turn increases the efficiency of trade procedures and accelerates entry into the global market.

The session also emphasized the important role of agriculture in ensuring food abundance, creating new jobs and stimulating economic growth in the LLDCs. The participants identified the introduction of advanced agricultural technology and increasing labor productivity in agriculture as priority tasks. In this regard, a strategy for supporting small and medium-sized farms, which constitute a key segment of agricultural production and ensure the supply of food to the population at the local level, was discussed.

The emphasis was placed on the system of storage and processing of agricultural products. At the same time, the possibilities of introducing sustainable agricultural practices aimed at preserving natural resources and adapting to climate change were considered. The participants of the session emphasized the importance of integrating national and regional strategies for agricultural development.

Those gathered also noted the need to intensify the attraction of investments and financial support for development projects in the LLDCs. As was emphasized, the implementation of large-scale infrastructure, technological and social initiatives requires significant investments. In this regard, emphasis was placed on the special role of international financial institutions, investors, the private sector and states in creating a favorable investment climate.

Special attention was paid to issues of ensuring gender equality, empowerment of women in LLDCs. As noted by the session participants, equality of women and men is an integral part of sustainable development, social justice and economic prosperity. Women occupy a significant position in various segments of the economy, in particular, in the agricultural and private sectors, education and health systems. And it is important to support and expand women&#39;s participation in activities in these areas.

The current plenary session of the Third UN Conference on LLDCs has become a significant stage in enhancing cooperation and consolidating the efforts of these countries. Its participants confirmed the importance of ensuring sustainable development and prosperity throughout the region through joint efforts to expand infrastructure, improve logistics and agriculture, promote gender equality, and intensify investment.

General debates were held at the plenary session of the UN Conference in Avaza

Within the framework of the Third UN Conference on Landlocked Developing Countries (LLDC), held in the Avaza National Tourist Zone, a meeting of national coordinators of LLDCs and UN Resident Coordinators was held on August 6 on the topic of &ldquo;Studying strategies for the implementation of action programs in national policies and development plans to ensure coordination and cooperation.&rdquo;

This is one of the important events on the sidelines of the representative International Forum, aimed at developing cooperation in solving the problems facing the RNCDM and increasing the effectiveness of the work carried out in this area.

The presentations particularly emphasized the importance of ensuring consistency between national priorities and international commitments. In particular, the need for the fastest possible integration of the Avaza Action Programme into national development strategies was noted, and a range of priority tasks facing LLDC national coordinators in this regard was identified, who are assigned a significant role in expressing the priorities of the countries they represent and in strengthening relations with UN organizations and structures.

As is known, the network of national coordinators was established in 2022 by the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States to facilitate and coordinate the implementation of the LLDCs&#39; Programmes of Action at the national level, which opened up new opportunities for achieving the objectives. UN Resident Coordinators, in turn, participate in the development and implementation of projects, providing them with technical and financial support.

The meeting participants emphasized the importance of further enhancing the established productive cooperation between LLDC national coordinators and UN resident coordinators to adapt the Sustainable Development Goals to the specifics of each country and successfully implement the 2030 Agenda, taking into account international initiatives and national priorities. As noted, these complementary structures can expand interaction by creating common platforms and enhancing information exchange.

A separate topic of discussion was innovative approaches and best practices related to the implementation of the Avaza Action Programme. The meeting participants noted the importance of creating partnership platforms that facilitate the exchange of knowledge, information and experience, as well as combining efforts to implement joint projects with transit countries. This, in the general opinion, will directly contribute to the consolidation of efforts and more effective use of existing opportunities.

The discussion included a mutually interested exchange of views on effective ways to jointly implement the key tasks outlined in the new Program, which serves as a guide to action for the next decade. In this regard, the need to continue the established constructive dialogue, deepen multilateral cooperation, and use innovative approaches to achieve sustainable and inclusive growth was emphasized.

The creation of interdepartmental working groups with the participation of representatives of various ministries and industry departments (transport, trade, finance, planning), as well as the development of a corresponding Roadmap were named as an effective mechanism. Great importance should be given to explaining the importance of the Avaza Action Program to government officials, representatives of the private sector and civil society, holding information events to ensure their effective participation in its implementation, which will ensure a comprehensive approach to solving the problems facing the LLDCs.

At the end of the meeting, the LLDC National Coordinators and UN Resident Coordinators expressed their gratitude to the Turkmen side for the high organizational level of the event and expressed confidence that such meetings, joint efforts and exchange of experience will accelerate the implementation of the Avaza Action Programme and its integration into national LLDC development programmes and strategies, becoming the basis for new initiatives aimed at building a prosperous and sustainable future for all.
